This Request for Proposals (the “RFP”) is an invitation by the Coordinating Entity to prospective proponents to submit proposals for Consulting Services for a Salary Structure Review and to provide a Job Evaluation Tool for Non-Union Healthcare Positions within the province of Manitoba as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”). Background/Current State: • Jobs are currently evaluated on internal equity using a job description; • The current classification structure separates pay scales (i.e. support, management, director, executive); • The current state of job descriptions is varied, in that some will require updating while others will be up to date and accurate; and • Similar jobs exist across the system under different job titles. The scope of this engagement includes the following (see RFP for full details): Part 1 – Salary Structure Review Evaluate and slot all non-union positions (approximately 1,833) and create a provincial salary structure with scales, which will be provided to the Purchaser. Part 2 – Job Evaluation Tool Provide a job evaluation tool for the Purchaser to use to evaluate and slot non-union positions. Part 3 – Annual Salary Benchmark Surveys Provide annual salary benchmark surveys to the Purchaser. The salary structure and job evaluation tool should incorporate the following concepts: • One common job evaluation tool for all non-union jobs; • Delivers consistency (minimizes different interpretations of job descriptions); • Reduces the need for frequent revisions due to the amount of detail in the job descriptions; • Demonstrates career progression; • Leads to greater employee understanding; • Can be easily understood and handed-off to a job evaluation committee; and • Allows Shared Health to make on-going salary structure adjustments using appropriate sector comparator organizations and benchmarks by purchasing annual salary data from different vendors. It is anticipated that the Agreement will be in place by mid-February 2023 and the work will start immediately. The work should be completed and all of the Deliverables provided to Shared Health by December 15, 2023.
