Invitation to Proponents

This Request for Proposals (the “RFP”) is an invitation by the Coordinating Entity to prospective proponents to submit proposals for Consulting and Inspection Services – Manitoba Personal Care Home (PCH) HVAC Systems, as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).

The Coordinating Entity, as identified on the cover page, is issuing this RFP and administering the RFP process on behalf of the Purchaser(s) identified in Section B – Material Disclosures of the RFP Particulars (Appendix D).

The purpose of this RFP is to secure a Supplier for the entire project to provide prime consulting and inspection services for the assessment of the capacity, condition and installation of existing HVAC systems.

From this report the Purchaser and Delivery Locations will be able to conduct a full scale risk prioritization assessment and plan across all regions and all facilities. The COVID-19 Pandemic has highlighted that airflow can be a detriment to resident health and can contribute to transmission. Many international reports and studies do point to the ventilation systems as often being negative contributors to airborne infectious disease control. Ventilation systems can work counter to outbreak control in a vulnerable population. As well inadequate cooling systems regularly impact the quality of care. Improper ventilation regularly impacts the perception of quality (odour control) and may also be a contributor to negative health outcomes.

Facility Management report many challenging HVAC conditions at their PCH’s particularly in warm and hot weather. With many facilities regularly using fans and portable, window and split air conditioners to supplement undersized or failing building ventilation and cooling, this interim equipment is an improper solution in healthcare settings due to poor filtration, condensed moisture contamination and the disruption and redirection of proper airflow patterns.

An evaluation methodology which simply reports that systems do not meet existing design standards are not acceptable. While the study may highlight system capacity deficiencies (particularly to current code) which will require capital (safety & security) investments, it is required that onsite investigation to assess the maintained condition and actual performance of the systems be performed. Some PCH’s may have lacked consistent maintenance standards over past years including proper filtration, coil maintenance, duct cleaning (supply and especially exhaust) as well as mechanical component maintenance (fans balanced and greased, damper and controls function, etc.).

The Supplier must use a consistent assessment to evaluate and make recommendations on:

whether proper maintenance has been and is being conducted;
the original design capacity (airflow rates, cooling capacities, level of filtration, etc.) and comparison to existing codes and standards;
the actual assessed life cycle condition of the systems including controls (not an age only based assessment) and observed deficiencies through physical verification and testing of selective and representative system components by a technician(s) possessing adequate skill and experience;
the air distribution system (is air movement designed and operating properly);
controls sequences;
documented (based upon drawings and/or air balance reports - where available) and observed system performance (verified by performing a sample size of air volumes, relative pressure/airflow tests, supply air temperatures, etc.);
recommendation and expected performance including maintenance, adjustments and cost effective repairs to existing infrastructure.

The report shall include, at minimum, basic (hand drawn is acceptable) system level schematic outlines of the ventilation system, photo inventory of the resident care AHU’s and any other representative HVAC equipment (particularly photo’s to support any maintenance findings/recommendations).

Most facilities have common type and condition of systems within their sites so the assessment work within a site will likely become repetitive once information is determined for that site.

Proponents must bid on the entire group of projects.
