Part A – Project Background and Description
Project Background
Peguis Child and Family Services Inc., is relocating office and community space to 500 Madison Street, Winnipeg, Manitoba. The Agency provides serves to approximately 5,000 members off reserve in and around the city of Winnipeg, Manitoba.
Project Description
Peguis Child and Family Services Inc., is issuing this Request for Proposals for architectural and engineering services to renovate an existing building at 500 Madison Street, Winnipeg. The renovations are intended to create appropriate space to provide community programs and station approximately 80 staff. The Agency owns approximately 60 demountable offices (D.I.R.T.T). The renovation is required to meet the following programming and office space needs.
- Approximately, 15,000 sq ft for children/youth program/community area that is multipurpose with basketball/sport area
- Approximately 28,000 sq ft for office and meeting space. The Agency provides 24/7 emergency services and Intake and After Hours Program is interchangeable (own space for each program is preferable)
- Approximately 1,000 sq ft x four (4) = 4,000 sq ft for Buffalo/Sharing Circle Rooms with ventilation to smudge (burn traditional medicine)
- Approximately 6,000 sq ft for room temperature storage
- Approximately 2,000 sq ft for staff room
The new location consists of approximately 52,000 sq ft and approximately 20,000 sq ft is office space and the other space warehouse. There is a commercial kitchen and adequate washrooms for public and staff.

Consulting Services
The scope of work shall include:
- Pre-Design and Design Services
- Obtain previous permit drawings from City of Winnipeg Archives
- Establish Budget with the Client
- Tour Facility with the Client
- Perform Condition Assessment with C,A,S,M& E
- Develop Functional & Space Program with PCFS
- Produce Code Analysis based on Program & Building Size & Construction
- Produce Functional Relationship Diagrams
- Client Review of Functional Relationship Diagrams
- Produce Schematic Layout for Client Review
- Produce Class D Cost Estimate
- Client Review of Schematic layout
- Obtain Structural Mech. & Elect. input of work required
- Produce Final Design, C,A,S,M & E
- Produce Class C Cost Estimate
- Adjust Design as required to meet budget
- Produce Construction Drawings & Specifications
- Produce Class B Cost estimate at 66% complete Drawings & Specifications
- Produce Class A Cost estimate at 99% complete Drawings & Specifications
- Permit Application to City of Winnipeg
- Tender the Drawings & Specifications to General Contractors
- Review tenders & Recommend Award to Selected Contractor
- Produce CCDC-2 contract for Client /Contractor signatures
- All standard Construction Phase services
- Certify Monthly Payments to Contractor
- Certify achievement of Ready for Takeover, completion of work
- Warrantee Phase services
Qualifications
The bidder must be a qualified architect and registered with the Manitoba Association of Architects and must have $1M error and omissions Insurance.
The bidder must have 10 years’ experience working with First Nation communities.
The bidder must have 10 years’ experience with this type of renovations.
