Water Treatment Plant Upgrade – General Contractor Prequalification

Sandy Lake First Nation is seeking Requests for Prequalification (RFPQ) from General Contractors interested in prequalifying for the opportunity to bid on the Water Treatment Plant Upgrade project in their community. Sandy Lake First Nation is a remote community located along the Severn River, approximately 450 km northeast of Winnipeg, Manitoba, and 600 km northwest of Thunder Bay, Ontario.
The Project Management Team (PMT) includes representatives of the Owner (Sandy Lake First Nation), the project manager (Colliers Project Leaders), the funding agency (Indigenous Services Canada (ISC)) and the Consultant (Neegan Burnside Ltd.). The Project Management Team intends to prequalify General Contractors with the relevant qualifications, experience and capacity necessary to undertake this project successfully.
Prequalified contractors will be invited to submit a Bid for this project. It is anticipated that the contract documents will be issued to prequalified contractors for tender in November 2019.
In general, the project will include the following:
- Upgrades to the existing low lift pumping station (new pumps and Supervisory Control and Data Acquisition (SCADA) integration);
- New 200 mm diameter raw water supply piping between low lift pumping station and Water Treatment Plant WTP (approximately 120 m);
- Decommissioning/removal of mechanical and electrical components within the existing WTP;
- Construction of foundations and floor slab etc. for building expansion;
- Construction of preselected pre-engineering WTP building expansion (approx. 550 sq.m);
- Installation of preselected conventional gravity filtration water treatment system; preselected pumps (raw water supply, backwash, distribution and high flow pumps) and preselected standby power generator;
- Supply and installation of various mechanical, electrical and HVAC equipment;
- Supply and installation of new Programmable Logic Controller (PLC) and SCADA equipment; and
- Reinforced concrete water storage reservoir expansion (668 cu.m capacity).
- Fuel Storage Compound.
A site visit is not required during this prequalification process.

MERX is the official and sole distributor of this RFPQ including any addenda. If a proponent obtains the RFPQ by means other than through MERX, the accuracy of the document and the receipt of any addenda, if applicable, are not guaranteed. Furthermore, MERX will be the channel used to invite the prequalified bidders to submit bids and to distribute the tender documents including addenda and therefore it is essential that the proponents are registered with MERX.
