Wastewater Collection and Treatment System
Nigigoonsiminikaaning First Nation

The Nigigoonsiminikaaning First Nation (NFN) is seeking bids from General Contractors for the supply and installation of a new wastewater collection and treatment system to service their Community. Nigigoonsiminikaaning First Nation (Rainy Lake 26A) is located in northwestern Ontario approximately 40 kilometers east of Fort Frances.

The Project Management Team (PMT) includes representatives of the Owner (NFN), the Professional Project Manager (Keewatin-Aski Ltd) and the Engineer and Contract Administrator (Neegan Burnside Ltd.).

The Project will include the following main works:

Construction of a wastewater collection system that will consist of approximately 54 preselected septic tank effluent pumping (STEP) systems located at existing homes and community buildings;
Construction of approximately 2,835 m of low pressure sanitary forcemain and precast concrete chambers.
Construction of the proposed wastewater treatment system, consisting of a membrane bioreactor (MBR) packaged wastewater treatment plant complete with tankage, outfall pipe, and outfall structure;
Infrastructure upgrades to the wastewater treatment plant; and
Decommissioning of both peat-based and conventional existing septic systems.

A mandatory pre-bid site meeting is scheduled for 11:30 a.m. Central Time (CT) on February 28, 2023 (weather dependent – an addendum will be issued to confirm the date and time in advance of the meeting). Details regarding the meeting are provided in the Bid Documents. There is a requirement to RSVP in advance.

A copy of the Bid Documents can be obtained from the MERX Distribution Unit, telephone 1-800-964‑6379 or via the internet at www.merx.com. MERX is the official and sole distributor of the Bid Documents including any addenda. If a Bidder obtains the Bid Documents by means other than through MERX, the accuracy of the document and the receipt of any addenda, if applicable, are not guaranteed.

Bids must be received by the addressees indicated in the Bid Documents no later than 3:00 p.m. CT time on March 27, 2023.

At the discretion of the PMT, the lowest Bid Price, or any Bid, may not necessarily be accepted.
