Residential Subdivision Phase 2, Kingfisher Lake First Nation, Kingfisher Lake, Ontario

Kingfisher Lake First Nation, is inviting bids from qualified Contractors for the Residential Subdivision Servicing Phase 2 Project in Kingfisher Lake First Nation, Ontario. The Community of Kingfisher Lake First Nation is in Northwestern Ontario, located approximately 180 km North of Pickle Lake (500 km North of Thunder Bay) and is accessible by ice road during the winter and year-round via air travel. A pre-order of some material by Kingfisher Lake First Nation shall be provided and described within a tender addendum for facilitating the 2023 winter road hauling of long lead time materials.

The scope of work for the project includes the construction of the community’s new subdivision expansion and associated works. The Project scope of work is summarized as follows:

Site preparation;
Rock excavation;
Watermain extension;
Sewermain extension and connecting to existing manhole;
Services for 28 lots;
Earthworks cut-fill to lot pre-grade; and
Road construction and drainage.

Each tender must be accompanied by a fully executed Bid Bond in the amount of not less than ten percent (10%) of the amount of the Bid Price expressed as a percentage. The Bid Bond shall be issued by an approved surety company licensed to conduct business in Canada.
Each tender must be accompanied by an Agreement to Bond, stating that the surety providing the Bid Bond is willing to supply a Performance Bond in the amount of one hundred percent (100%) of the Contract Price and a Labour and Materials Bond in the amount of one hundred percent (100%) of the Contract Price.
Tender Documents may be obtained from the MERX Distribution Unit, telephone 1‑800‑964‑6379 or via the internet at www.merx.com. MERX is the official and sole distributor of this Tender including any addenda. If a Bidder obtains the Tender Documents by means other than through MERX, the accuracy of the document and the receipt of any addenda, if applicable, are not guaranteed.
Tenders, as indicated in the tender documents, will be received from General Contractors electronically to Ruben Enns, P.Eng., PMP (ruben.enns@neeganburnside.com) before 2:00:00 p.m. (CT) on Wednesday, January 4, 2023. Late or misdirected bids will not be accepted.
The lowest Bid Price or any Bid will not necessarily be accepted.

All Bidders are required to attend a mandatory site visit at Kingfisher Lake First Nation local time on December 13, 2022 outlined in Document A - Instructions to Bidders under the Pre-Bid Meeting section 5. Each Bidder is permitted to have a maximum of two (2) representatives attend, depending on seat availability. All Bidders are required to provide their commitment by December 8, 2022, 3:00 pm Central Time (CT). All Bidders that have provided their commitment to attending will be provided flight details on December 9, 2022. The anticipated flight schedule would be leaving from Winnipeg(MB) and Thunder Bay(ON) at 8:00 am ET ( 7:00 am CT) and leaving from Kingfisher Lake First Nation at approximately 4:00 pm ET (3:00 pm CT) back to Winnipeg and Thunder Bay.
