2024-12-4472-P - Video Surveillance System (VSS) Refresh and Upgrades

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Consumer Protection & Government Services, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Department of Justice (“Owner”) to prospective proponents to submit proposals for video surveillance system (VSS) refresh and upgrades as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

A mandatory site visit has been scheduled as follows:
Location: 141 Kennedy St., Winnipeg MB
Date and Time: May 29, 2024, at 9:00 AM local time

Proponents are to meet at the front desk of 141 Kennedy Street prior to 9:00 AM to sign the site attendance sheet. Proponents are to pre-register by email to the project manager at wayne.teologo@gov.mb.ca. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.

Deadline for registration for the site visit is May 22, 2024 at 4:00 PM local time. Proponents who will be attending the site visit must submit a signed and completed Appendix 12 – Non-Disclosure Agreement in order to attend the site visit and receive drawings and specifications. Schedule “B” to Non-Disclosure Agreement must be signed by each individual who will have access to the drawings and specifications (including subcontractors and suppliers). Signed forms are to be emailed to the Project Manager when registering for the site visit.

The drawings and specifications must be returned to Department of Consumer Protection & Government Services, Suite 200, 400 Ellice Street, Winnipeg, MB (Attention to: Wayne Teologo) before or on the submission deadline.

Attendance at the site visit will be confirmed and recorded. Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions June 20, 2024. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is June 27, 2024 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
