Description

Manitoba Municipal and Northern Relations requires a third party to provide consultation services for a professional and independent evaluation of two amending pieces of legislation, The Planning Amendment and City of Winnipeg Charter Amendment Act S.M. 2021, c. 36 that came into force in October 2021 and The City of Winnipeg Charter Amendment and Planning Amendment Act S.M. 2022, c. 27 that came into force in September 2023. As part of the broader review of planning appeal amendments, the scope will include appeals of conditional use decisions for aggregate quarries and large-scale livestock, and non-applicant zoning appeal provisions introduced by The Planning Amendment Act (Improving Efficiency in Planning) S.M. 2018, c. 14 that came into force in 2018 and 2019. The Contractor will evaluate the efficacy and impacts of the legislation through qualitative and quantitative methods, and include stakeholder and public consultation.
