2024-73-4289-P - The Pas Correction Centre Backup Generator Renewal

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Consumer Protection & Government Services, Capital Projects Planning and Delivery (“CPPD”) to prospective proponents to submit proposals for a generator replacement at The Pas Correction Centre as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).
The work is being done at 300 3rd Street South, The Pas Correctional Centre, The Pas, Manitoba. Work site location will be occupied during construction.

A Non-Disclosure Agreement (NDA) (Appendix 11) must be submitted prior to receiving the drawings and specifications. Also, a Schedule A to Appendix 11 must be submitted for each person who will have access to the drawings and specifications. All attendees attending the site visit must also submit a Schedule A. Please submit signed NDA and Schedule A’s by September 11, 2024, no later than 3:00 pm local time.

CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal

An optional site visit has been scheduled as follows:
Location: 300 3rd Street South, The Pas Correctional Centre, The Pas, Manitoba
Date and Time: September 24, 2024 1:00 PM local time

Proponents are to meet at The Correctional Facility prior to 1:00 pm to sign the site attendance sheet.

Proponents are to pre-register by email to the project manager at donal.allen@gov.mb.ca. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.
The Pas Correctional Centre will conduct security checks on all attendees at the site visit, all attendees must complete Appendix 12 CPIC Information Request Form.
All proponents attending the site visit are to have submitted a NDA and a Schedule A to NDA for each attendee to the site visit by September 11, 2024 as per section 1.1.3. Deadline for registration and submission of Appendix 12 for each attendee is 2:00 pm September 19, 2024.

Attendance at the site visit will be confirmed and recorded.
Proponents are not entitled to rely on information received from CPPD, CPPD’s representatives or other third parties at the site visitunless the RFP Contact has provided the information in writing.

Deadline for Questions is: October 29, 2024 at 4:00 PM local time All questions must be submitted to the RFP2 Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.
