ELECTRONIC MEASURE INSTRUMENTS AS DESCRIBED BELOW:
Laser Speed Measurement Equipment:
Laser Device shall not exceed 28.0 cm L x 11.5 cm W x 27.0 cm H
including the handle.
The weight of the laser device including the battery shall not exceed
2.0 Kg.
The housing of the laser device shall be designed to operate after a 1.5
meter fall to the roadway.
The laser device shall be monocular style that is operated with the
handle held in a vertical (upright) position so that the control
functions and display are read horizontally.
The laser device shall have tri-pod capability.
The laser device shall be of a one (1) piece construction so that the
handle is an integral / non-removable part of the laser device body.
Control Functions:
The laser device shall have a minimum and maximum range settings.
All menu controls buttons shall be located on the back panel of the
laser device facing the operator.
The laser must have an ON/OFF button which may be an independent button
or be incorporated into the trigger on the laser.
An aiming tone is required and shall have the following functionality:
An intermittent audio tone when target is being tracked.
A continuous audio tone when target is acquired.
The laser device shall be a standalone unit with no capability of being
attached to a camera or automated systems.
The laser device shall have an inclement/weather menu option.
Speed and distance measurement is visible to the operator by way of a
"heads up display" within the sighting scope.
The measurements are displayed on the LED/LCD display.
Additional Equipment:
Each laser device supplied shall include the following:
A carry case that is IP54 rated, lockable, and with a handle.
A laser device battery system which includes batteries to operate the
device.
Extra battery or set of batteries and iii) one (1) CSA and /or ULC
approved 110 VAC battery charger.
The power cable assembly will not be less than 3 meters in length.
Training:
The standing offer holder shall provide upon request and at no
additional cost to Manitoba, one (1) train-the-trainer (set specific)
sessions.
The training shall be conducted by a factory instructor and shall
comprise, but not limited to, a course syllabus which covers the
following at a minimum;
Set up, test and operating procedures.
Functionality of each of the laser device control features.
Detailed list of selectable menu options and how they are accessed and
activated; and basic troubleshooting.
Upon successful completion of the train-the-trainer course, the trainer
shall receive a certificate stating that they are now qualified to
instruct members of the Manitoba Conservation Officer Service in the
operation of the laser device.
The standing offer holder must provide the Manitoba Conservation Officer
Service with access to the laser devices On-Line Operator Training
Course which issues a certificate upon successful course completion.
The On-Line Operator Training Course shall comprise, but not limited to
the following:
Course syllabus.
Basic operating procedures.
Laser device controls and selectable options; and
basic troubleshooting.

QUOTATION EVALUATION:
Generally the lowest overall price of an acceptable item(s) in
accordance with the terms & conditions of the RFQ will be awarded the
order.
Quotations will be evaluated based on suitability of unit offered
compared to the end users needs, product specifications, price,
delivery, quality of the bidder's performance in past awards and any
other terms & conditions indicated on this RFQ.
Suitability evaluation to be at Manitoba's sole discretion.
Failure to provide adequate information to evaluate the item offered
may be cause for rejection of your quote by the Manitoba
Government(Manitoba)
PRODUCT OFFERED:
The product offered must meet the requirements and expectations for it's
intended use.
If it is your intention to offer an item, which does not meet all the
specs/description as outlined, then you must indicate all intended
deviations or changes on the return quote.
Bidders must be prepared to provide (IF REQUESTED):
a) references of current users of model offered
b) a demo unit to the department for a reasonable time<(>,<)>
for evaluation<(>,<)>
QUALITY / ACCEPTABILITY:
Any product supplied must be new, unused, first quality.
All goods delivered are subject to inspection prior to delivery
acceptance. Signing of any delivery slip should not be construed as
acceptance of the product delivered. Manitoba reserves the right to
reject any product, after final inspection that does not meet the
specification or product description requested.
Manitoba reserves the right to reject any product supplied which, upon
inspection or use, is deemed by the using department to be
unacceptable for their intended use.
Products to be supplied as specified on the contract/purchase order.
Any substitutes shipped without prior written approval will be rejected
at time of delivery or held at shippers risk pending return instructions
Products rejected by the using department will be returned to the
Vendor for full credit or replacement product at no cost to Manitoba
or the contract may be cancelled.,,
OPERATOR TRAINING:

unit prices include all necessary charges e.g. freight, insurance,
handling etc.)
If any charges are not included please explain in detail any/all charges
that will be extra to the unit prices quoted and that will be charged on
the invoice.
INSPECTION:
Final inspection and acceptance or rejection of the goods will be made
promptly as practicable, but failure to inspect and accept or reject
goods promptly does not mean that the Manitoba Government has accepted
these goods. The Government of Manitoba reserves the right to inspect
the goods for up to 90 days after the date of delivery.
Partial acceptance of rejection of an order does not release the Bidder
from its responsibility to complete the order.
AUTHORIZED VENDOR:
Manitoba reserves the right, prior to any contract award, to secure
evidence to Manitoba's satisfaction that any bidder is the manufacturer
or an authorized distributor, dealer or retailer of the goods offered
and is authorized to sell these goods in Manitoba, Canada and upon
request will provide Manitoba with written evidence thereof.
INVOICING AND PAYMENT:
Subject to the following subsections, in consideration the goods
provided or delivered to the satisfaction of Manitoba, Manitoba shall
pay the Contractor an amount not exceeding the amount specified in the
successful Contractor's bid submission.
All invoices shall be issued in writing and satisfactory to Manitoba in
both form and content. The contractor shall also provide to Manitoba
such supporting documents, vouchers, statements and receipts as
requested by Manitoba.
Manitoba shall endeavor to pay the Contractor any fees due within 30
days net after the receipt and approval of the invoice and any
supporting materials requested.
PAYMENT TERMS:
Manitoba will consider Early Payment Terms. Manitoba's standard payment
term is net thirty (30) days.
