The Government of Manitoba is providing procurement services on behalf of Manitoba Housing, who seeks to select qualified Consultants per geographic bundle identified below (Winnipeg and Rural) to deliver Building Condition Assessment (BCA) services. Proponents are to identify on Form D1 (Form of Offer) the geographic bundle they are submitting for and provide pricing for only the bundle they have selected:

Bundle 5 Selkirk - 704
Bundle 6 Dauphin - 417

Bundle 9 The Pas - 409
Bundle 10 Portage - 333
Bundle 11 Churchill - 225

The bundles may be subject to change, if there are potential dispositions or acquisitions that may occur during the term of the agreement, in accordance with section E 27.0.

Manitoba Housing requires an efficient, effective Building Condition Assessment (BCA) for each residential building within the selected geographical zone. Manitoba requires the following services:

An assessment to determine the present physical condition of the listed facilities with respect to structural/architectural components, building envelope, mechanical and electrical systems, fire/life safety systems and predictive 30 year renewal costs;
All Property Condition Assessments must follow the current standards of ASTM International ASTM E 2018;
An assessment to determine the scope, the timing and current costs of all building component repairs or replacement likely to be required;
An assessment to determine the finances required to be set aside for both normal maintenance and capital repair/replacement of major components for budgetary purposes; and
To report all findings and recommendations as per current standards of ASTM International ASTM E 2018, from the above assessments and audits of all repairs, replacements, and rehabilitation in report and 30 year plans in the formats as stated in section 4.2.

Each location requires a full comprehensive BCA and capital fund forecast by Mid – August 2021 to allow time for review by Manitoba.
