This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Environment and Climate Change (“ECC”) to prospective proponents to submit proposals for design/build for repair/replacement of three pedestrian/trail structures as further described in Appendix 7 Scope of Work and Specifications (the “Work”).
ECC is represented by Associated Engineering Ltd. (“AE”) who will act as the Project Manager on ECC’s behalf.
Manitoba’s objective with this RFP is to solicit proposals from qualified Proponents to provide the complete Design-Build Services. The Proponent must utilize the design-build service delivery methodology and a full range of professional consultant and contractor services during the design and construction phases of the project. The Services are further described in Appendix 7 – Scope of Work and Specifications.
The work is being done in Whiteshell Provincial Park. Refer to Appendix 7 - Scope of Work and Specification for site UTM coordinates.
Contractor will have full access to the site. Pedestrian access can be restricted for the duration of construction works. Where possible, trails are to be re-routed to allow for continued access.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or ECC, including AE and the Consultants and Sub Consultants, other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.
Deadline for Questions is June 26, 2024 at 4:00 PM local time. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.
Bid submission deadline is July 3, 2024 at 2:00:00 PM local time. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
