Manitoba Medical Aviation services have been provided by various private sector suppliers, Shared Health, and Manitoba Health.
As part of Manitoba’s ongoing commitment to provide consistent and reliable care to its citizens, Manitoba is requesting Proposals to provide Medical Aviation services from qualified Proponents meeting the requirements contained in this RFP.
The Medical Aviation services requested in this RFP include time sensitive transport of patients of critical acuity. The Services may require the transport of patients having or who are suspected of having an infectious disease, potentially within the context of a community or pandemic outbreak. Such circumstances may present elevated levels of risk which the Supplier will be expected to manage to maintain the integrity of the Service.
The Supplier(s) will provide Fixed Wing and Rotary Wing Air Medical transport, including dedicated aircraft and flight crews, on a 24-hour 365-day basis for the term of the Agreement. The area of operations for Fixed Wing will include but is not limited to Manitoba and surrounding jurisdictions, including Northwestern Ontario, Nunavut and Minnesota, and North Dakota.
Shared Health will provide medical crew and specialty medical care teams (such as Adult, Neonatal, Pediatric and organ transplantation) for Fixed Wing Aviation Air Medical transport, in-province and out-of-province. Medical crew for Rotary wing may be provided by Shared Health or the Supplier subject to the provisions of this RFP described in succeeding paragraphs and in Part 2C Rotary Wing Medical Aviation, Medical Crew Option.
The Services will be flexible and scalable to meet changing medical needs.
