2024-18-3568-P - Foreign Animal Diseases (FAD) Lab HVAC Upgrade

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Consumer Protection & Government Services, Capital Projects Planning and Delivery (“CPPD”) to prospective proponents to submit proposals for HVAC Upgrades as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

The work is being done in a two-storey laboratory building at 545 University Crescent, Winnipeg, MB. The scope of work includes, but is not limited to, the installation of a new air handling unit and extending partition walls to the floor deck above. Work site location will be partially occupied during construction.

CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

A site visit has been scheduled as follows:
Location: 545 University Crescent, Winnipeg, MB
Date and Time: May 31, 2024 9:00 AM local time

Proponents are to meet in the main entrance lobby at 545 University Crescent prior to 9:00 AM to sign the site attendance sheet.

Proponents are to pre-register by email to the project manager at Ryan.Derksen@gov.mb.ca. An email response will be sent as confirmation of attendance. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.

Proponents should register for the site visit by 12:00 PM on May 30, 2024. Attendance at the site visit will be confirmed and recorded.

If proponents are not available to attend the above scheduled optional site visit, but still wish to view the site, an appointment may be arranged by contacting the RFP Contact. Proponents are not entitled to rely on information received from CPPD, CPPD’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions June 12, 2024. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is June 20, 2024 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
