2024-51-7218-P - Exterior Refresh and Site Works

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Consumer Protection & Government Services, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba Housing and Renewal Corporation (“Owner”) to prospective proponents to submit proposals for an exterior refresh and site works at 287 Ingolfs Street, Arborg, MB as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

CPPD requires the services of a Contractor for an exterior refresh and site works in a motel style building with 33 occupied units. The scope of work includes, but is not limited to, replacement of the exterior vinyl siding, windows and doors and raingear. Site work will correct the negative grading, landscaping, replacement of broken sidewalk pavers. Work site location will be occupied during construction.

CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional site visit has been scheduled as follows:
Location: 287 Ingolfs Street, Arborg, MB
Date and Time: July 29, 2024, at 11:00 AM local time

Proponents are to meet in the parking lot of 287 Ingolfs Street, Arborg, MB prior to 11:00 AM to sign the site attendance sheet. Proponents are to pre-register by email to the project coordinator at Kleiton.Souza@gov.mb.ca. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.

Proponents should register for the site visit by 12:00 PM of July 26, 2024. Attendance at the site visit will be confirmed and recorded. 

If proponents are not available to attend the above scheduled optional site visit, but still wish to view the site, an appointment may be arranged by contacting the RFP Contact. Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions August 6, 2024. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is August 21, 2024 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
