2024-67-7808-P - Boiler Replacement

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Consumer Protection & Government Services, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba Housing and Renewal Corporation (“Owner”) to prospective proponents to submit proposals for boiler replacement as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

The work is being done in mechanical room located on the second floor of the 3-storey apartment building at 210 Ellen Street, Winnipeg MB. The building will be occupied during construction.
CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees,  officers, agents, elected  or appointed  officials,  or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional site visit has been scheduled as follows:
Location: 210 Ellen Street, Winnipeg, Manitoba
Date and Time: September 12, 2024, at 10:00 AM local time
Proponents are to meet at 210 Ellen Street, Winnipeg, Manitoba prior to 10:00 am to sign the site attendance sheet.

Proponents are to pre-register by email to the project manager at Ed.Pianim@gov.mb.ca. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.
Deadline for registration is the end of the day on September 11, 2024.

Attendance at the site visit will be confirmed and recorded.
If proponents are not available to attend the above scheduled optional site visit, but still wish to view the site, an appointment may be arranged by contacting the RFP Contact.
Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for Questions is: September 19, 2024 at 4:00 PM local time All questions must be submitted to the RFP2 Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.
Bid Submission Deadline is: September 26, 2024 at 2:00:00 PM CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of submission is accepted for this tender. Please read the tender documents carefully regarding the e-bid requirements
