Description

The Washagamis Bay First Nation is proceeding with a new water systems project. The community is accessible year round via the McKenzie Portage Road, on the west side of Kenora, on Lake of the Woods.
The scope of work consists of:

Construction of a new water treatment plant and underground concrete reservoir. The building will be a pre-engineered steel building with a building footprint of 14.1 m x 18.3 m.
Water treatment plant including installation of pre-purchased Delco NF membrane treatment equipment. The equipment consists of 2 independent skids, each with a water treatment capacity of 297 cubic metres per day.
Installation of mechanical and electrical systems inside the water treatment plant.
- Mechanical systems include raw water, distribution, backwash, booster and chemical pumps, process piping, and HRV installation
- Electrical systems include building PLC, MCC, motor starters and exterior genset.
Underground piping works including the following approximate quantities
- 1,150 m of watermain piping
- 745 m of water service line piping with residential pipe connections
- Raw water intake pipe with intake screen in Lake of the Woods and low level lift station
- 600 cubic metres of rock blasting
Decommissioning of the 1 existing water treatment plant and 1 existing pump house.
Installation of individual treatment systems for 9 homes including new shed for water treatment equipment including sand filter, depth filter, ion exchange filter and UV disinfection and 3 new wells.

Works are expected to be tendered in early January 2020 and construction is expected to be completed by March 31, 2021. The goal of the project is to lift the existing boil water advisories.

Interested General Contractors who have expertise in water treatment plant construction and underground piping, are invited to submit one hard copy and one PDF copy of Pre-Qualification Documents (15 pages maximum excluding resumes), each comprising of the following:

Completed Contractor’s Qualification Statement (CCDC 11-2018), including:
- Resumes of supervisory personnel to be assigned to the project.
- Detailed listing of work to be performed by General Contractor own forces and by sub-contractors.
Specific information on water treatment plant projects (minimum of 3 projects) completed with a minimum of one water treatment plant project on a First Nation community in the past 7 years. Provide references and contact information for each project.
Description of methodology for maximizing local content, including past experience and percentage of local content utilized.

Any submission failing to comply with all these requirements is subject to disqualification.

General Contractors may be requested to attend an interview with Washagamis Bay First Nation, Colliers Project Leaders and the Consultant prior to the completion of the pre-qualification process. References will be contacted as part of the evaluation.

will be received until 2:00 p.m. local time on December 9, 2019 at J. R. Cousin Consultants Ltd., 91A Scurfield Blvd, Wpg, MB. Email submissions to jrcousin@jrcc.ca are acceptable, provided the hard copy follows within 2 business days of the closing date. Facsimile or late submissions will not be accepted or considered.

The Washagamis Bay First Nation reserves the right to accept any or all submissions and/or to re-issue this RFPQ to additional proponents as needed to ensure adequate competition. Only those General Contractors which the Washagamis Bay First Nation deemed qualified from this pre-qualification process will be invited to submit tender bids for this project.
