The Nibinamik First Nation is proceeding with rehabilitation works to its sewage lagoon. The community, which is located approximately 480 km north of Thunder Bay, Ontario, is accessible by winter roads and fly-in access only. There is no year-round road access.
The scope of work consists of removing the existing HDPE liners from the lagoon cells (two cells total), disposal of all materials. Earthworks include reshaping of the interior and exterior dikes, construction of a drainage ditch for the outfall, riprap placement, lowering of one lagoon cell floor, placement of material on top of the new liners, and removal and disposal of sludge from the cell bottom. Piping works include a tie-in to the existing forcemain to direct incoming waste to either cell and installation of a valve, and replacement of an existing intercell pipe and valve. Dewatering/degassing lines will be installed underneath both cell floors. The cells will be covered with a new HDPE liner and cover material. Works also include rehabilitation of the existing truck turnaround and construction of a concrete spillway. The HDPE liner and geocushion have been pre-purchased and are currently in storage. The General Contractor will be responsible to coordinate delivery of materials to site.
A pre-qualification process for this project previously occurred in October 2022. The project went to tender, but was not awarded. Any contractor who previously applied for pre-qualification must resubmit a bid for this project. Deductions in score will not be given if the submission contains details from last years submission, provided that the information is up to date and still relevant. Those contractors who did submit but were not pre-qualified are welcome to resubmit. Works are expected to be retendered in the summer of 2023 to allow mobilization over the 2024 winter roads.
Interested General Contractors who have expertise in earthworks, specifically with geomembrane-lined lagoon projects, and specifically in remote communities, are invited to submit one hard copy and one PDF copy of Pre-Qualification Documents (15 pages maximum excluding resumes), each comprising of the following:
- Completed Contractor’s Qualification Statement (CCDC 11-2019), including:
- Resumes of supervisory personnel to be assigned to the project.
- Detailed listing of work to be performed by General Contractor own forces and by sub-contractors.
- If significant portions of the work specifically earthworks will be performed by a subcontractor, clearly state which areas of work will be subcontracted, and provide resumes and company info of the subcontractor.
- Specific information on similar projects (minimum of 3 projects) completed with a minimum of one project on a remote First Nation community without year-round road access in the past 7 years. Provide references and contact information for each project.
- Description of methodology for maximizing local content, including past experience and percentage of local content utilized.
Any submission failing to comply with all these requirements is subject to disqualification.
General Contractors may be requested to attend an interview with Nibinamik First Nation, Colliers Project Leaders, Matawa Technical Services, Indigenous Services Canada, and/or the Consultant prior to the completion of the pre-qualification process. References will be contacted as part of the evaluation.

The Nibinamik First Nation reserves the right to accept any or all submissions and/or to re-issue this RFPQ to additional proponents as needed to ensure adequate competition. Only those General Contractors which the Nibinamik First Nation deemed qualified from this pre-qualification process will be invited to submit tender bids for this project.
