Description

Naotkamegwanning First Nation is proceeding with a new wastewater treatment system project. The community is accessible year round via Highway 71, east of Sioux Narrows on Lake of the Woods.

The scope of work consists of:

Construction of a new mechanical wastewater treatment plant with partially underground concrete tanks. The building will be a pre-engineered steel building with a building footprint of approximately 43.5 m x 25 m.
Wastewater treatment plant processes including two microscreens, three moving bed biofilm reactors, a coagulation/flocculation tank, two clarifier units and UV disinfection. The treatment capacity of the wastewater treatment facility is 24.5 L/s.
Installation of mechanical and electrical systems inside the wastewater treatment plant.
- Mechanical systems include sludge pumps, chemical feed systems, process piping, and HVAC.
- Electrical systems include building PLC, MCC, motor starters and relocation of an existing exterior genset.
Underground piping works including the following approximate quantities
- 800 m of wastewater forcemain piping
- 150 m of water service line piping to new WWTP.
Decommissioning and demolition of the existing wastewater treatment plant and sludge storage lagoon.

Works are expected to be tendered in early fall 2021 and construction is expected to be completed by spring 2023.

Interested General Contractors who have expertise in wastewater or water treatment plant construction and underground piping, are invited to submit one hard copy and one PDF copy of Pre-Qualification Documents (15 pages maximum excluding resumes), each comprising of the following:

Completed Contractor’s Qualification Statement (CCDC 11-2019), including:
- Resumes of supervisory personnel to be assigned to the project.
- Detailed listing of work to be performed by General Contractor own forces and by sub-contractors.
Specific information on wastewater or water treatment plant projects (minimum of 3 projects) completed with a minimum of one wastewater or water treatment plant project on a First Nation community in the past 7 years and a minimum of one project with minimum construction value of $8M. Provide references and contact information for each project.
Description of methodology for maximizing local content, including past experience and percentage of local content utilized.

Any submission failing to comply with all these requirements is subject to disqualification.

General Contractors may be requested to attend an interview with Naotkamegwanning First Nation, and the Consultant prior to the completion of the pre-qualification process. References submitted and references from Project Team member industry contacts will be contacted as part of the evaluation.

The Naotkamegwanning First Nation reserves the right to accept any or all submissions and/or to re-issue this RFPQ to additional proponents as needed to ensure adequate competition. Only those General Contractors which the Naotkamegwanning First Nation deemed qualified from this pre-qualification process will be invited to submit tender bids for this project.
