Description

PRE-QUALIFICATION FOR GENERAL CONTRACTORS
FOR THE CONSTRUCTION OF THE MISHKEEGOGAMANG FIRST NATION
WATER SYSTEM UPGRADE

The Mishkeegogamang First Nation is proceeding with a water system upgrade. The community is accessible year round via Highway 599, 40 km south of Pickle Lake, Ontario.

The scope of work consists of:
Ten Houses Area

Expansion of an existing water treatment plant and underground concrete reservoir. The building expansion will be a pre-engineered steel building with a building footprint of 10 m x 15.8 m. Renovations to the existing 6 m x 6 m building and reservoir.
Water treatment plant including installation of pre-purchased greensand pressure filtration system. The equipment consists of 3 filter tanks, with a water treatment capacity of 350 cubic metres per day. (291.3 cm in a 20 working hours/day)
Installation of mechanical and electrical systems inside the water treatment plant.
- Mechanical systems include raw water, distribution, backwash, and chemical pumps, process piping, and HRV installation
- Electrical systems include building PLC, SCADA, MCC, and motor starters.
Installation of fire hydrants and new water service lines on existing distribution piping, and raw water piping to an existing well.

Ace Lake, Eric Lake and Dog Hole Bay North Areas

UV system and minor upgrades to two small water treatment plants in sea can buildings
UV system and small treatment system installation in a sea can building
280 m of watermain piping and water service line
Installation of 7 individual residential water treatment systems and 5 new wells.

Works are expected to be tendered in late Summer/early Fall 2020 and construction is expected to be completed in Fall 2021. The project construction cost is in the range of $5 million to $7 million.

Interested General Contractors who have expertise in water treatment plant construction and underground piping, are invited to submit one PDF copy of Pre-Qualification Documents, each comprising of the following:

Completed Contractor’s Qualification Statement (CCDC 11-2018), including:
- Resumes of supervisory personnel to be assigned to the project.
- Detailed listing of work to be performed by General Contractor own forces and by sub-contractors.
Specific information on water treatment plant projects (minimum of 3 projects) completed with a minimum of one water treatment plant project on a First Nation community in the past 7 years. Clearly demonstrate experience in working in Northern Ontario. Provide references and contact information for each project.
Description of methodology for maximizing local content, including past experience and percentage of local content utilized.

Any submission failing to comply with all these requirements is subject to disqualification.

The Mishkeegogamang First Nation reserves the right to accept any or all submissions and/or to re-issue this RFPQ to additional proponents as needed to ensure adequate competition. Only those General Contractors which the Mishkeegogamang First Nation deemed qualified from this pre-qualification process will be invited to submit tender bids for this project.
