Description

The Animakee Wa Zhing 37 is proceeding with a new water systems project within the communities of Regina Bay and Windigo Island. The community of Regina Bay is located 8 km east of Sioux Narrows accessible year round from Highway 71. Windigo Island is a remote community accessible only via boat and winter road, approximately 55 km south west of Kenora on Lake of the Woods. To meet the project schedule, some of the materials for Windigo Island will be required to be shipped by barge. The construction schedule will allow some materials to be shipped to the community by winter road.

The scope of work consists of:

Regina Bay

Construction of a new water treatment plant and underground concrete reservoir. The building will be a pre-engineered steel building with a building footprint of 13.7 m x 18.3 m.
Water treatment plant including installation of pre-purchased Delco NF membrane treatment equipment. The equipment consists of 2 independent skids, each with a water treatment capacity of 216 cubic metres per day.
Installation of mechanical and electrical systems inside the water treatment plant.
- Mechanical systems include raw water, distribution, backwash, and chemical pumps, process piping, and HRV installation
- Electrical systems include building PLC, MCC, motor starters and exterior genset.
Underground piping works including the following approximate quantities
- 2,400 m of watermain piping
- 1,305 m of water service line piping with residential pipe connections
- A lake crossing WM pipe installation
- Gravity raw water intake pipes in Lake of the Woods and a low level lift station
- Water treatment plant reject line including outfall structure in Lake of the Woods
- 4,100 cubic metres of rock blasting
Demolition of the existing water treatment plant buildings.
Installation of individual treatment systems for 7 homes including new shed for water treatment equipment including depth filter, ion exchange filter and UV disinfection.

Windigo Island

Construction of a new water treatment plant with above ground reservoir storage tanks. The building will be a pre-engineered steel building with a building footprint of 13.7 m x 18.3 m.
Water treatment plant including installation of pre-purchased Delco NF membrane treatment equipment. The equipment consists of 2 independent skids, each with a water treatment capacity of 175 cubic metres per day.
Installation of mechanical and electrical systems inside the water treatment plant.
- Mechanical systems include raw water, distribution, backwash, and chemical pumps, process piping, and HRV installation
- Electrical systems include building PLC, MCC, motor starters and exterior genset.
Underground piping works including the following approximate quantities
- 320 m of watermain piping
- A lake crossing WM pipe installation
- 6 dry hydrant assemblies with lake intakes
- 110 m of water service line piping with residential pipe connections
- Two raw water intakes with submersible pipes in Lake of the Woods
- Water treatment plant reject line including outfall structure in Lake of the Woods
- 530 cubic metres of rock blasting
Demolition of the existing water treatment plant buildings.
Installation of individual treatment systems for 5 homes including new shed for water treatment equipment including depth filter, ion exchange filter and UV disinfection.

Works are expected to be tendered in December 2019 and construction is expected to be completed by March 31, 2021.

Interested General Contractors who have expertise in water treatment plant construction and underground piping, specifically in remote communities, are invited to submit one hard copy and one PDF copy of Pre-Qualification Documents (15 pages maximum excluding resumes), each comprising of the following:

Completed Contractor’s Qualification Statement (CCDC 11-2018), including:
- Resumes of supervisory personnel to be assigned to the project.
- Detailed listing of work to be performed by General Contractor own forces and by sub-contractors.
Specific information on water treatment plant projects (minimum of 3 projects) completed with a minimum of one water treatment plant project on a remote First Nation communities without year round road access in the past 7 years. Provide references and contact information for each project.
Description of methodology for maximizing local content, including past experience and percentage of local content utilized.

Any submission failing to comply with all these requirements is subject to disqualification.

General Contractors may be requested to attend an interview with Animakee Wa Zhing 37, Colliers Project Leaders and the Consultant prior to the completion of the pre-qualification process. References will be contacted as part of the evaluation.

Pre-Qualification of General Contractors for the Animakee Wa Zhing 37 – Regina Bay and Windigo Water Systems

will be received until 2:00 p.m. local time on October 31, 2019 at J. R. Cousin Consultants Ltd., 91A Scurfield Blvd, Wpg, MB. Email submissions to jrcousin@jrcc.ca are acceptable, provided the hard copy follows within 2 business days of the closing date. Facsimile or late submissions will not be accepted or considered.

The Animakee Wa Zhing 37 reserves the right to accept any or all submissions and/or to re-issue this RFPQ to additional proponents as needed to ensure adequate competition. Only those General Contractors which the Animakee Wa Zhing 37 deemed qualified from this pre-qualification process will be invited to submit tender bids for this project.
