D3. SCOPE OF WORK
D3.1 The Work to be done under the Contract shall consist of two (2) parts:
(a) Part 1 – City Funded Work; and
(b) Part 2 – Third Party Funded Work.
Part 1 – City Funded Work
D3.2
Part 1 – City Funded Work shall consist of:
(a) Asphalt Reconstruction:
(i) McMicken Street from Cumberland Avenue to Sargent Avenue;
(ii) Sprague Street from Portage Avenue to Wolseley Avenue;
(iii) Langside Street from Cumberland Avenue to Sargent Avenue;
(iv) The alley bounded by Sherbrook Street, Cumberland Avenue, Sargent Avenue and Furby Street;
(v) The alley bounded by Sargent Avenue Sherbrook Street, Furby Street and Ellice Avenue; and
(vi) The alley bounded by Broadway, Maryland Street, Furby Street and Sara Avenue not including
the east/west leg at the north limit connecting to Sherbrook Street.
(b) Pavement Rehabilitation/Resurfacing:
(i) Assiniboine Avenue from Navy Way to Hargrave Street; and
(ii) The alley bounded by De La Cathedrale Avenue, De La Morenie Street, Des Meurons Street and
Hamel Avenue.
(c) Pavement Maintenance:
(i) Brookside Cemetery priority maintenance areas as identified by the City of Winnipeg.
(d) Water and Waste Work:
(i) McMicken Street from Cumberland Avenue to Sargent Avenue;
(ii) Sprague Street from Portage Avenue to Wolseley Avenue;
(iii) Langside Street from Cumberland Avenue to Sargent Avenue; and
(iv) Assiniboine Avenue from Navy Way to Hargrave Street.
(e) Watermain Renewal:
(i) Langside Street from Cumberland Avenue to Sargent Avenue.
(f) Sewer Main Installation:
(i) The alley bounded by Sherbrook Street, Cumberland Avenue, Sargent Avenue and
Furby Street.
Part 2 – Third Party Funded Work
D3.3 Part 2 – Third Party Funded Work shall consist of:
(a) Street Lighting and Associated Works:
(i) Sprague Street from Portage Avenue to Wolseley Avenue; and
(ii) Langside Street from Cumberland Avenue to Sargent Avenue.
D3.4 The City currently has no approved funding in the Capital Budget for Part 2 of the
Work, but is anticipating receiving notification about funding from the Province of Manitoba by
late May.
Part 2 of the Work is contingent upon the Province approving sufficient funding.
D3.4.1 Further to C7.1, if notice of sufficient funding is not received, the City shall
have the right to eliminate all or any portion of Part 2, and the Contract Price will be reduced
accordingly.
D3.4.2 Further to C7.5, C7.5.1, and C7.6, a reduction in the Contract Price pursuant to
D3.4.1 shall not be considered in calculating the aggregate reduction in the Contract Price for
purposes of C7.5.
D3.4.3 If all or any portion of Part 2 is eliminated pursuant to D3.4.1, the time
periods stipulated in D23 for Substantial Performance of the Work and in D24 for Total Performance
of the Work will be reduced proportionally by the Contract Administrator acting reasonably.
D3.5 The major components of the Work are as follows:
(a) Part 1 – Asphalt Reconstruction:
(i) remove existing pavement;
(ii) excavation;
(iii) installation of subdrains;
(iv) compaction of existing subgrade;
(v) install watermain insulation as required;
(vi) installation of catch basins and connecting pipe;
(vii) placement of sub-base and base course materials;
(viii) installation of street lighting as required;
(ix) construct curb and gutter utilizing slip-form paving equipment as required;
(x) adjustment of existing drainage inlets, valves and manholes as required;
(xi) construct one hundred eighty (180) millimetres (mm) barrier curb and gutter as required;
(xii) renewal of existing sidewalk;
(xiii) placement of asphalt pavement utilizing grade control equipment (average thickness of
one hundred twenty (120) mm);
(xiv) reflective crack maintenance for new asphalt as required and along all new curb and
gutter;
(xv) cleaning of all catch basins and catch pits in the project area; and
(xvi) boulevard grading and sodding;
(b) Part 1 – Pavement Rehabilitation/Resurfacing:
(i) planning of existing asphalt and concrete pavement (for headers) as required;
(ii) full depth concrete repairs of existing slabs and joints as required;
(iii) coordinate with Manitoba Hydro Gas Services to lower or rock wrap gas services lines as
required;
(iv) renewal of existing curbs and sidewalks as required;
(v) adjustment of existing drainage inlets, valves and manholes;
(vi) boulevard grading and sodding;
(vii) cleaning of all catch basins and catch pits in the project area;
(viii) placement of asphalt pavement utilizing grade control equipment (average thickness of
eighty (80) mm; and
(ix) reflective crack maintenance as required;
(c) Part 1 – Water and Waste Work:
(i) installation of watermain insulation and water service insulation as required;
(ii) repair of sewer as required;
(iii) inspection of sewer repairs;
(iv) replace manhole benching as required;
(v) replace standard frames for manholes and catch basins as required;
(vi) replace existing concrete risers as required; and
(vii) patch existing manholes as required;
(d) Part 1 – Watermain Renewal (Langside Street from Cumberland Ave to Sargent Avenue):
(i) installation of new water main as required;
(ii) abandon existing water main as required;
(iii) installation of hydrant assemblies as required;
(iv) installation of fittings, bends, reducers and couplings as required;
(v) renew existing water services as required;
(vi) connect existing water services to new watermain as required;
(vii) replace existing curb stops as required; and
(viii) installation of sacrificial zinc anodes as required;
(e) Part 1 – Sewer Main Installation (Alley bounded by Sherbrook Street, Cumberland Avenue,
Sargent Avenue and Furby Street):
(i) plug existing catch basin leads as required;
(ii) installation of new sewer main as required;
(iii) installation of catch basins and manholes as required;
(iv) connect to existing sewer main as required;
(v) perform video inspection after installation as required; and
(vi) complete pavement restorations as required;
(f) Part 2 – Manitoba Hydro Street Lighting:
(i) removal of existing street light poles;
(ii) installation of conduit cable; and
(iii) installation of new bases and poles.
