B3. SITE INVESTIGATION
B3.1 Further to C3.1, the Contract Administrator or an authorized representative will be
available at the Site at 9:00 a.m. on Tuesday, January 17, 2023 to provide Bidders access to the
Site. Bidders to meet at 245 Smith Street front lobby and requires a minimum of Winnipeg Police Security
clearance Level One.
B3.2 Bidders are advised to complete and submit the security requirements in Part F prior to
the Site Investigation meeting. The Bidders shall provide the Contract Administrator with a list
of individuals with their names and dates of birth attending the site investigation within five (5)
Business Days prior to the site investigation date to confirm Security Clearance Level One.
B3.3 The Bidders with Security Clearance Level One can view detailed drawing plans in the
presence of Winnipeg Police Service members, but cannot be procured or removed from building site.
Bidders with Security Clearance Level Two are permitted to view these documents and to obtain
copies of the detailed drawing plans for their use.
B3.4 The Bidder shall not be entitled to rely on any information or interpretation received
at the Site investigation unless that information or interpretation is the Bidder’s direct
observation, or is provided by the Contract Administrator in writing.
B3.5 The Bidder is responsible for inspecting the Site, the nature of the Work to be done
and all conditions that might affect their Bid or their performance of the Work, and shall assume
all risk for conditions existing or arising in the course of the Work which have been or could have
been determined through such inspection. No pictures can be taken once led into the building.
