B4. SITE INVESTIGATION
B4.1 Further to C3.1, the Bidder shall attend a Site meeting at 10:00am on October 19th or
10:00am on October 20th. Attendance is mandatory, and the Bid of any Bidder not having attended
will be rejected on the basis that it is non-responsive. The Bidder requires a minimum of Winnipeg
Police Security Clearance Level 2, as bidders will be escorted to get inside the building. Bidders
are advised to complete and submit the security clearance requirements in Part F1.2 (b) prior to
the site meeting.
B4.2 Bidders are to provide the Contract Administrator via email the names and dates of
birth of personnel attending the site investigation one (1) week prior to the site investigation to
confirm Level 2 Security Clearance.
B4.3 Bidders will require Level 2 Security Clearance to obtain copies of the drawings and
specifications for their use, and only those with Level 2 Security Clearance are permitted to view
these documents.
B4.4 The Bidder is advised that the project scope outlined on the drawings is schematic and
is a good representation of the project as a whole. However given the nature and extent of water
damage in the area a site visit for potential bidders is necessary to ensure accuracy of submitted
prices.
B4.5 The Bidder shall not be entitled to rely on any information or interpretation received
at the Site Meeting unless that information or interpretation is the Bidder’s direct observation,
or is provided by the Contract Administrator in writing.
B4.6 The Bidder is responsible for inspecting the Site, the nature of the Work to be done
and all conditions that might affect his/her Bid or his/her performance of the Work, and shall
assume all risk for conditions existing or arising in the course of the Work which have been or
could have been determined through such inspection.
