The Work to be done under the Contract shall consist of leading City stakeholders through a
process to engage leaders to create an integrated Enterprise Resource Planning Business
Transformation Strategy for the next 5 years. The Contract shall focus exclusively on the
people, process, and technology transformation of Human Resource (HR) Services at the City.
HR stakeholders include corporate HR, as well as distributed departmental HR teams
(excluding Winnipeg Police Service HR), and the internal and external service consumers. The
Strategy will maintain the distributed departmental HR structure; meet business needs; drive
broader adoption of integrated HR services across the City; improve use of technology
investments; improve protection, use, quality, and integrity of information; and drive more
consistent processes, where possible, across departments. The Strategy shall include business
goals, external drivers, establishment of a future state, evaluation of the current state,
assessment of dependencies and gaps, establishment of an incremental, transformational
roadmap to achieve the future state, and establishment of measures to demonstrate value and
progress to stakeholders. The timeline aligns with the City’s budget cycle so that the
incremental, transformational roadmap can guide HR and IT budget decisions in the next
budget cycle. The City intends to complete the project with in four (4) months from the Start
Date.
