Full Title: Professional Consulting Services for Preliminary Design of the Shoal Lake Intake Structure Upgrades and Falcon River Venturi Superstructure Replacement

D9. SCOPE OF SERVICES

D9.1 The Services required under this Contract shall consist of the following:
(a) Project Management in accordance with D10;
(b) Preliminary Design of the Intake Structure Upgrades in accordance with D11; and
(c) Preliminary Design of the Falcon River Venturi Superstructure Replacement in accordance with
D12.

D9.2 The Services required in the Contract shall be in accordance with the City’s Project
Management Manual http://winnipeg.ca/infrastructure/asset-management-program/templates-
manuals.stm#2 and templates http://winnipeg.ca/infrastructure/asset-management-
program/templates-manuals.stm#4 . Notwithstanding the foregoing, the Consultant is being engaged by
the City for their professional expertise; the Consultant shall bring to the Consulting Contract
Administrator’s attention any aspect of the City’s Project Management Manual or templates which the
Consultant is of the opinion is not consistent with good industry practice.

D9.3 The following shall apply to the Services:
(a) City of Winnipeg Green Building Policy: New City-Owned Buildings and major additions

D9.4 Unless otherwise stated, Appendix D – Definition of Professional Consultant Services
s) shall be applicable to the provision of Professional
Engineering services for this Project. These services are specific to Preliminary Design
services.
D9.4.1 If a discrepancy occurs between the main body of this RFP and this appendix, the
main body of this RFP shall govern.

D9.5 The funds available for this Contract are $425,000.00.

B3. SITE INVESTIGATION

B3.1 The Consulting Contract Administrator or an authorized representative will conduct a
Site investigation tour of the Shoal Lake Aqueduct Intake Facility (SLAIF), starting from the
pickup location on the following dates:
(a) May 22, 2024 starting at 10:00 am; and
(b) May 24, 2024 starting at 10:00 am.
B3.1.1 Proponents are requested to register for the Site investigation by contacting
the Consulting Contract Administrator identified in D2 a minimum of 48 hours prior to the Site
investigation.
B3.1.2 The SLAIF is only accessible by the Greater Winnipeg Water District (GWWD)
Railway.
B3.1.3 Proponents will be responsible for their own transportation to the GWWD Railway
pickup location, which is approximately 130 kilometres east of the City of Winnipeg.
B3.1.4 Directions to the pickup location will be provided upon registering for the Site
investigation.
B3.1.5 The Proponent’s representatives will be required to sign the GWWD Railway Travel
Waiver in Appendix C prior to travel on the GWWD Railway.
B3.1.6 The Proponent’s representatives will be limited to attending one Site
investigation and the number of Proponent representatives will be limited to two (2) for the Site
investigation.
B3.1.7 It is anticipated the Site investigation will take approximately two (2) hours,
including transportation on the GWWD Railway.
B3.1.8 Attendees are required to wear CSA approved safety footwear while attending the
Site investigation.
B3.1.9 Proponents registered for the Site investigation must provide the City of
Winnipeg (City) Consulting Contract Administrator with a Global Sanctions & Politically Exposed
Persons (PEP) Check obtained not earlier than one (1) year prior to the Site investigation.
(a) The Global Sanctions & PEP Check must be obtained from Sterling Talent Solutions. Proponents
will need to set up a Sterling Talent Solutions account prior to requesting individual background
checks. This process should be done a minimum of 72 hours prior to requesting the first check. The
account can be setup using the following link:
