D4.1 The City is seeking to contract with an Owner Advocate/Project Manager (OAPM) to oversee all aspects of the development, design and construction of a Transit Bus Parking, Servicing, Maintenance and Repair Garage. The OAPM shall be the project management Consultant firm, along with their sub-Consultants, responsible for the delivery of services to the project.
D4.2 Project Management is the comprehensive management and control of all aspects of the project through all phases of its life to achieve prescribed objectives defined in terms of schedule, aesthetics, functionality, initial cost, life cycle cost, quality and efficient and effective operations. Through the application of appropriate management techniques, the OAPM will direct and coordinate efforts of the project team to achieve the objectives of the project to meet the City’s requirements.
D4.3 The Services required under this Contract shall consist of a successful delivery of the Project known as North Garage Replacement, which includes that it be delivered within the assigned scope, budget and schedule and the Project meets the quality of standards expected by the client groups, public and elected officials in accordance with the following:
(a) Pre-Design Development as specified in D4.7;
(b) Design Development as specified in D4.8;
(c) Contract Document and Procurement Process as specified in D4.9;
(d) Construction Services and Contract Administration as specified in D4.10; and
(e) Post Construction Services as specified in D4.11.
