PROFESSIONAL CONSULTING SERVICES FOR EVIDENCE CONTROL UNIT STRUCTURAL UPGRADES - WINNIPEG POLICE SERVICE HEADQUARTERS - 245 SMITH STREET
D4. SCOPE OF SERVICES
D4.1 The Services required under this Contract shall consist of design and contract administration services in accordance with the following:
(i) Modifications to Winnipeg Police Services Head Quarters (WPSHQ) Evidence Control Unit (ECU) located on the P1 Level of 245 Smith Street to accommodate a new high-density racking system. Total floor area approximately 10,500 square feet.
(ii) Assess the existing structural floor slab and steel framing in order to determine a safe maximum pallet weight for the new high-density racking system. It is assumed that the capacity of the floor can be enhanced with the placement of a bonded topping. A preliminary high-density racking system layout that accommodates approximately 1200 pallets is available.
(iii) The new racking system requires a flat level floor. Eliminate existing floor slopes and existing floor drains by removing and replacing the concrete topping over the existing structural slab. Approximately 1,500 square feet of the concrete topping has de-bonded from the structural slab. A raised floor area of approximately 3,100 square feet is to be removed as shown on drawings.
(iv) Modify the existing double interlock pre-action fire-protection system to accommodate the high-density racking system. This could possibly include in-rack sprinklers.
(v) Modify the existing HVAC system to accommodate the high-density racking system. This will likely mean re-routing of the ducts in ECU to run north-south down the fork-lift aisle.
(vi) Any and all other Building Code related items (Life Safety, Electrical, etc.) to be addressed as part of this design.
(vii) Supply and installation of a Radio Shuttle high-density racking system to accommodate up to 1200 pallets.
(viii) Provide a Class 2 cost estimate upon completion of 66% design drawings.
(ix) Provide assistance to WPS in developing a strategy for the decanting of existing ECU storage during the construction phase of the project.
Phase 1 – Design Services (based on scope of work as listed above):
(a) Pre-Design;
(b) Schematic Design/Program of Requirements completion;
(c) Design and Specification Development
• 66% Design drawings c/w Class 2 Cost Estimate for review;
• 99% Drawing and Specification package for review;
(d) Contract Document Preparation – 100% Tender Drawings and Specifications;
Phase 2 – Contract Administration:
(e) Procurement Process;
(f) Construction Services; and
(g) Post Construction Services.
D4.1.1 The Services required under D4.1 shall be in accordance with the City’s Project Management Manual http://winnipeg.ca/infrastructure/asset-management-program/templates-manuals.stm#2 and templates http://winnipeg.ca/infrastructure/asset-management-program/templates-manuals.stm#4 . Notwithstanding the foregoing, the Consultant is being engaged by the City for their professional expertise; the Consultant shall bring to the Consulting Contract Administrator’s attention any aspect of the City’s Project Management Manual or templates which the Consultant is of the opinion is not consistent with good industry practice.
D4.2 The following shall apply to the Services:

D4.3 The funds available for this Contract are $200,000.00.
