D3.4 Part 3 – Manitoba Hydro Funded Work shall consist of:

(ii) Donald Street – York Avenue to St. Mary Avenue (contingent on Donald and St.
Mary Building Development Schedule)
(iii) Hargrave Street – Broadway to York Avenue
D3.5 There is a scheduling conflict with a building development in the southeast corner of Donald
Street and St. Mary Avenue. If the conflict is not resolved Part 2 of the Work will be removed
from the Contract. The City of Winnipeg is anticipating receiving notification about the
scheduling conflict by March 1st, 2021. Part 2 of the Work is contingent upon eliminating the
scheduling conflict with the Donald Street and St. Mary Avenue Building Development.
D3.5.1 Further to C7.1, if the scheduling conflict is not resolved, the City shall have the right to
eliminate all or any portion of Part 2, and the Contract Price will be reduced accordingly.
D3.5.2 Further to C7.5, C7.5.1, and C7.6, a reduction in the Contract Price pursuant to D3.5.1
shall not be considered in calculating the aggregate reduction in the Contract Price for
purposes of C7.5.
D3.5.3 If all or any portion of Part 2 is eliminated pursuant to D3.5.1, the time periods stipulated in
D22 for Substantial Performance of the Work and in D23 for Total Performance of the
Work will be reduced proportionally by the Contract Administrator acting reasonably.
D3.6 The City currently has no approved funding in the Capital Budget for Part 3 of the Work, but is
anticipating receiving notification about the funding from Manitoba Hydro during Award Period.
Part 3 of the Work is contingent upon Manitoba Hydro approving sufficient funding.
D3.6.1 Further to C7.1, if notice of sufficient funding is not received, the City shall have the right to
eliminate all or any portion of Part 3, and the Contract Price will be reduced accordingly.
D3.6.2 Further to C7.5, C7.5.1, and C7.6, a reduction in the Contract Price pursuant to D3.6.1
shall not be considered in calculating the aggregate reduction in the Contract Price for
purposes of C7.5.
D3.6.3 If all or any portion of Part 3 is eliminated pursuant to D3.6.1, the time periods stipulated in
D22 for Substantial Performance of the Work and in D23 for Total Performance of the
Work will be reduced proportionally by the Contract Administrator acting reasonably.
D3.7 The major components of the Work are as follows:
(a) Pavement Rehabilitation and Streetscaping
(i) Installation of Traffic Signals infrastructure
(ii) Complete manhole and sewer work (sewer inspections as required)
(iii) Planing existing asphalt pavement
(iv) Full depth concrete repairs of existing joints and slabs
(v) Renewal of existing curbs in gutter lanes
(vi) Replacement of existing catch basins and catch basin leads
(vii) Adjustment of catch basins, sewer manholes, appurtenances, and utility manholes
(viii) Renewal of existing sidewalk
(ix) Installation of detectable warning tiles
(x) Placement of asphalt overlay (Type 1A, average thickness 85mm)
(xi) Construct new 100mm concrete sidewalk c/w paving stone band
(xii) Supply and placement of paving stones
(xiii) Supply and installation of amenities (bike racks, tree grates, etc.)
(xiv) Boulevard restoration
(b) Concrete Pavement Reconstruction
(i) Installation of Traffic Signals infrastructure
(ii) Complete manhole and sewer work (Sewer inspections as required)
(iii) Installation of curb and gutter inlets, catchbasins, catchpits, and connection pipe
(iv) Insulation of catchbasins and catchpits (as required)
(v) Connection to existing sewer
(vi) Connection to existing manhole and existing services
(vii) Remove existing pavement
(viii) Excavation (c/w removal of existing concrete street car bedding and wood ties on
Donald Street)
(ix) Insulation of water services (as required)
(x) Compaction of existing sub-grade
(xi) Placement of separation/filtration fabric (include geogrid as applicable)
(xii) Placement of sub-base and base course materials
(xiii) Installation of subdrains
(xiv) Adjustment of existing sewer manholes and utility manholes
(xv) Construction of 230mm plain dowelled concrete pavement utilizing hand-placed
methods c/w 180mm separate barrier curb (where applicable)
(xvi) Complete curb renewal at intersections beyond reconstruction limits (as required)
(xvii) Construction of 230mm plain dowelled concrete pavement at all side street
connections
(xviii) Construction of 200mm reinforced concrete pavement (back lanes/private
driveways/approaches/geometric improvements)
(xix) Remove existing concrete/paving stone sidewalk
(xx) Installation of street light bases, conduit, new light standards and street light cable
(xxi) Construction of new 100mm concrete sidewalk c/w paving stone band and
detectable surface warning tiles
(xxii) Supply and placement of interlocking paving stones
(xxiii) Supply and installation of amenities (bike racks, tree grates, etc.)
(xxiv) Boulevard restoration
