D3. SCOPE OF WORK
D3.1 The Work to be done under the Contract shall consist of two parts:
(a) Part 1 – City Funded Work
(b) Part 2 – Manitoba Hydro Funded Work.
Part 1 – City Funded Work
D3.2 Part 1 – City Funded Work shall consist of:
(a) Asphalt Pavement Reconstruction and Associated Works
(i) Brock Street from Mathers Avenue to Taylor Avenue
(ii) Edderton Avenue from Beaumont Street to Derek Street
(iii) Rosemount Avenue from Beaumont Street to Derek Street
(b) Asphalt Pavement Resurfacing and Associated Works
(i) Edderton Bay from Beaumont Street to End
(ii) Rosemount Avenue from Derek Street to Wynne Street
(iii) Rosemount Bay from Beaumont Street to End
(c) Concrete Pavement Rehabilitation and Associated Works
(i) Queenston Bay West Leg from Mathers Avenue to Brock Street
(d) Sewer Repairs and Associated Works
(i) Brock Street from Mathers Avenue to Taylor Avenue
(ii) Edderton Avenue from Beaumont Street to Derek Street
(iii) Queenston Bay West Leg from Mathers Avenue to Brock Street
(iv) Rosemount Avenue from Beaumont Street to Derek Street
(v) Rosemount Avenue from Derek Street to Wynne Street
Part 2 – Manitoba Hydro Funded Work
D3.3 Part 2 – Manitoba Hydro Funded Work shall consist of:
(a) Street Lighting and Associated Works
(i) Brock Street from Mathers Avenue to Taylor Avenue
(ii) Edderton Avenue from Beaumont Street to Derek Street
(iii) Rosemount Avenue from Beaumont Street to Derek Street
D3.4 The City currently has no approved funding for Part 2 of the Work, but is anticipating receiving notification about funding from the Manitoba Hydro by late May. Part 2 of the Work is contingent upon the Manitoba Hydro approving sufficient funding.
D3.4.1 Further to C7.1, if notice of sufficient funding is not received, the City shall have the right to eliminate all or any portion of Part 2, and the Contract Price will be reduced accordingly.
D3.4.2 Further to C7.5, C7.5.1, and C7.6, a reduction in the Contract Price pursuant to D3.4.1 shall not be considered in calculating the aggregate reduction in the Contract Price for purposes of C7.5.
D3.4.3 If all or any portion of Part 2 is eliminated pursuant to D3.4.1, the time periods stipulated in D23 for Substantial Performance of the Work and in D24 for Total Performance of the Work will be reduced proportionally by the Contract Administrator acting reasonably.
D3.5 The major components of the Work are as follows:
Part 1 – City Funded Work
(a) Asphalt Pavement Reconstruction and Associated Works
(i) Removal of existing sidewalk;
(ii) Renewal of existing concrete sidewalk;
(iii) Installation of detectable warning surface tiles;
(iv) Regrading of existing sidewalk blocks as required;
(v) Regrading of existing interlocking paving stones as required;
(vi) Removal of existing pavement;
(vii) Removal of existing curb;
(viii) Complete required sewer service and sewer repairs;
(ix) Installation of catch basins and sewer service pipe;
(x) Installation of subdrains;
(xi) Removal of existing catch basins;
(xii) Abandon existing catch basins and drainage inlets;
(xiii) Excavation;
(xiv) Compaction of existing sub-grade;
(xv) Adjustment of existing pavement and boulevard structures;
(xvi) Insulation of water services;
(xvii) Placement of high woven geotextile;
(xviii) Placement of sub-base material;
(xix) Construction of 150mm concrete pavement (reinforced);
(xx) Construction of barrier curb for asphalt pavement (SD-200A), utilizing slip-form paving equipment;
(xxi) Construction of modified barrier curb for asphalt pavement;
(xxii) Construction of lip curb for asphalt pavement;
(xxiii) Construction of curb ramp for asphalt pavement;
(xxiv) Construction of modified barrier curb;
(xxv) Construction of barrier curb;
(xxvi) Construction of curb ramp;
(xxvii) Renewal of existing curb as required;
(xxviii) Placement and compaction of 50mm sub-base material as backfill behind barrier curb for asphalt pavement within excavated area;
(xxix) Placement and compaction of suitable site material as backfill behind barrier curb for asphalt pavement within excavated area;
(xxx) Placement of base course material;
(xxxi) Tree stump grinding;
(xxxii) Grading of boulevards;
(xxxiii) Placement and compaction of topsoil;
(xxxiv) Placement of asphalt pavement (Type III, 75mm thickness);
(xxxv) Installation of pavement repair fabric at inlets and manholes (SD-220D);
(xxxvi) Placement of asphalt pavement (Type 1A, 50mm thickness); and
(xxxvii) Placement of sod.
(b) Asphalt Pavement Resurfacing and Associated Works
(i) Removal of existing curb and gutter as required;
(ii) Removal of existing asphalt pavement as required;
(iii) Milling of existing integral curb as required;
(iv) Planing of existing asphalt as required;
(v) Installation and compaction of base course;
(vi) Complete required manhole and sewer repairs;
(vii) Renewal of modified barrier curb;
(viii) Renewal of curb ramp;
(ix) Construction of barrier curb;
(x) Construction of modified barrier curb;
(xi) Construction of curb ramps;
(xii) Construction of barrier curb and gutter;
(xiii) Construction of modified barrier curb and gutter;
(xiv) Construction of curb ramp curb and gutter;
(xv) Renewal of concrete approaches and tie-ins as required;
(xvi) Excavation for new 100mm concrete sidewalk;
(xvii) Compaction of existing sub-grade for new 100mm concrete sidewalk;
(xviii) Construction of new 100mm concrete sidewalk;
(xix) Renewal of existing sidewalks as required;
(xx) Regrading of existing sidewalk blocks as required;
(xxi) Regrading of existing interlocking paving stones as required;
(xxii) Adjustment of existing pavement and boulevard structures;
(xxiii) Tree stump grinding;
(xxiv) Grading of boulevards;
(xxv) Placement and compaction of topsoil;
(xxvi) Construction of asphalt overlay (average thickness 50mm); and
(xxvii) Placement of sod.
(c) Concrete Pavement Rehabilitation and Associated Works
(i) Renewal of existing sidewalks as required;
(ii) Regrading of existing sidewalk blocks as required;
(iii) Regrading of existing interlocking paving stones as required;
(iv) Complete required sewer service and sewer repairs;
(v) Abandon existing drainage inlets;
(vi) Adjusting curb inlet with new inlet box;
(vii) Full depth concrete repairs of existing slabs and joints;
(viii) Adjustment of existing pavement and boulevard structures;
(ix) Renewal of existing curb as required;
(x) Construction of modified barrier curb;
(xi) Construction of curb ramp;
(xii) Tree stump grinding;
(xiii) Grading of boulevards;
(xiv) Placement and compaction of topsoil
(xv) Installation of pavement repair fabric;
(xvi) Construction of asphalt overlay (average thickness 50mm); and
(xvii) Placement of sod.
(d) Sewer Repairs and Associated Works
(i) Pre-construction sewer and sewer service video inspection;
(ii) Sewer service renewals and reconnections;
(iii) External point repair of existing sewer service pipe or sewer main;
(iv) Replace pre-cast concrete risers;
(v) Patching pre-cast concrete risers;
(vi) Patching of manholes;
(vii) Patching of pipe/MH interface;
(viii) Remove and replace benching of existing manhole; and
(ix) Post construction sewer and sewer service video inspection.
Part 2 – Manitoba Hydro Funded Work
(a) Street Lighting and Associated Works
(i) Installation of temporary overhead feed;
(ii) Installation of foundation – concrete base;
(iii) Installation of breakaway bases;
(iv) Installation of street light poles on concrete bases;
(v) Installation of 10’ ground rods;
(vi) Installation of the luminaire and associated wiring;
(vii) Splicing /connecting of electrical cables;
(viii) Excavation of street light cable/conduit trench;
(ix) Installation of conduits and cables;
(x) Backfill the street light cable/conduit trench;
(xi) Removal of street light poles from existing bases;
(xii) Removal of concrete bases and direct buried street light poles;
(xiii) Removal of temporary overhead feed; and
(xiv) Provide as-built drawing of the buried street light cable, conduits and street light standards.
