D3. SCOPE OF WORK
D3.1 The Work to be done under the Contract shall consist of two parts:
(a) Part 1 – City Funded Work
(b) Part 2 – Manitoba Hydro Funded Work.
Part 1 – City Funded Work
D3.2 Part 1 – City Funded Work shall consist of:
(a) Asphalt Pavement Reconstruction and Associated Works
(i) Weatherdon Avenue from Stafford Street to Arbuthnot Street
(ii) Overton Street from Blenheim Avenue to Harrowby Avenue
(iii) Dunraven Avenue from St. Mary’s Road to Overton Street
(iv) Blenheim Avenue from St. Anne’s Road to Des Meurons Street
(b) Concrete Pavement Rehabilitation and Associated Works
(i) Sadler Avenue from St. Anne’s Road to East End
(c) Sewer Repairs and Associated Works
(i) Weatherdon Avenue from Stafford Street to Arbuthnot Street
(ii) Overton Street from Blenheim Avenue to Harrowby Avenue
(iii) Sadler Avenue from St. Anne’s Road to East End
(iv) Blenheim Avenue from St. Anne’s Road to Egerton Street
(d) Traffic Calming Improvements and Associated Works
(i) Blenheim Avenue from St. Anne’s Road to Egerton Street
Part 2 – Manitoba Hydro Funded Work
D3.3 Part 2 – Manitoba Hydro Funded Work shall consist of:
(a) Installation of Street Lighting and Associated Works
(i) Weatherdon Avenue from Stafford Street to Arbuthnot Street
(ii) Overton Street from Blenheim Avenue to Harrowby Avenue
(iii) Dunraven Avenue from St. Mary’s Road to Overton Street
(iv) Blenheim Avenue from St. Anne’s Road to Des Meurons Street
D3.4 The City currently has no approved funding in for Part 2 of the Work, but is anticipating receiving notification about funding from Manitoba Hydro by late May. Part 2 of the Work is contingent upon the Manitoba Hydro approving sufficient funding.
D3.4.1 Further to C7.1, if notice of sufficient funding is not received, the City shall have the right to eliminate all or any portion of Part 2, and the Contract Price will be reduced accordingly.
D3.4.2 Further to C7.5, C7.5.1, and C7.6, a reduction in the Contract Price pursuant to D3.4.1 shall not be considered in calculating the aggregate reduction in the Contract Price for purposes of C7.5.
D3.4.3 If all or any portion of Part 2 is eliminated pursuant to D3.4.1, the time periods stipulated in D24 for Substantial Performance of the Work and in D25 for Total Performance of the Work will be reduced proportionally by the Contract Administrator acting reasonably.
D3.5 The major components of the Work are as follows:
Part 1 – City Funded Work
(a) Asphalt Pavement Reconstruction and Associated Works
(i) Removal of existing concrete sidewalk;
(ii) Renewal of existing concrete sidewalk;
(iii) Regrading of existing interlocking paving stones;
(iv) Regrading of existing sidewalk blocks;
(v) Removal of existing pavement;
(vi) Removal of existing curb;
(vii) Grouting of existing manholes;
(viii) Replacement of manhole risers;
(ix) Installation of new manholes;
(x) External point repair on existing sewer service pipe or sewer main;
(xi) Installation of catch basins and sewer service pipe;
(xii) Installation of subdrains;
(xiii) Abandon existing catch basins;
(xiv) Remove existing catch basins;
(xv) Excavation;
(xvi) Compaction of existing sub-grade;
(xvii) Adjustment of existing pavement and boulevard structures;
(xviii) Insulation of water services;
(xix) Placement of woven high modulus geotextile;
(xx) Placement and compaction of sub-base material;
(xxi) Construction of barrier curb for asphalt pavement (SD-200A), utilizing slip-form paving equipment;
(xxii) Construction of lip curb for asphalt pavement (SD-200A);
(xxiii) Construction of curb ramp for asphalt pavement (SD-200A);
(xxiv) Construction of modified barrier curb for asphalt pavement (SD-200A);
(xxv) Construction of 150mm concrete pavement (reinforced);
(xxvi) Placement and compaction of 50mm sub-base material as backfill behind barrier curb for asphalt pavement within excavated area;
(xxvii) Placement and compaction of suitable site material as backfill behind barrier curb for asphalt pavement within excavated area;
(xxviii) Construction of barrier curb;
(xxix) Construction of concrete sidewalk;
(xxx) Installation of detectable warning surface tiles;
(xxxi) Placement and compaction of base course material;
(xxxii) Placement and compaction of boulevard topsoil;
(xxxiii) Placement of asphalt pavement (Type III);
(xxxiv) Placement of asphalt pavement (Type 1A);
(xxxv) Placement of asphalt pavement tie-ins (Type 1A); and
(xxxvi) Placement of sod.
(b) Concrete Pavement Rehabilitation and Associated Works
(i) Planing of existing asphalt and at intersections as required;
(ii) Renewal of existing concrete sidewalk as required;
(iii) Construction of monolithic concrete sidewalk;
(iv) Installation of detectable warning surface tiles;
(v) Removal of existing curb as required;
(vi) Renewal of catch basin leads;
(vii) Abandon existing drainage inlets;
(viii) Installation of catch pits and drainage connection pipes;
(ix) Full depth concrete repairs of existing slabs and joints;
(x) Adjustment of existing pavement and boulevard structures;
(xi) Renewal of existing barrier curb as required;
(xii) Construction of modified barrier curb;
(xiii) Placement and compaction of boulevard topsoil;
(xiv) Installation of pavement repair fabric;
(xv) Placement of asphalt pavement (Type 1A);
(xvi) Placement of asphalt pavement tie-ins (Type 1A); and
(xvii) Placement of sod.
(c) Sewer Repairs and Associated Works
(i) Sewer and sewer service video inspection.
(ii) Replacement of catch basin leads;
(iii) External point repair of existing sewer service pipe or sewer main;
(iv) Installation of new manholes;
(v) Replace pre-cast concrete risers and brick risers;
(vi) Patching pre-cast concrete risers & brick risers;
(vii) Patching of manholes;
(viii) Grouting of existing manholes;
(ix) Repair of existing manhole benching;
(x) Replacement of manhole risers;
(xi) Repair of existing manhole benching; and
(xii) Sewer and sewer service video inspection.
(d) Traffic Calming Improvements and Associated Works
(i) Planing of existing asphalt as required; and
(ii) Placement of tie-in asphalt pavement (Type 1A), for asphalt speed tables.
Part 2 – Manitoba Hydro Funded Work
(e) Installation of Street Lighting and Associated Works
(i) Installation of overhead span to provide temporary overhead feed;
(ii) Removal of existing street light standards;
(iii) Installation of conduit and street light cables by open trench method,
(iv) Installation of 50mm conduit and cable by boring method;
(v) Installation of new street light standards;
(vi) Installation of ground rods as required;
(vii) Installation of cable guard;
(viii) Installation and connection of externally-mounted relays;
(ix) Termination of copper conductor to street light cables;
(x) Removal of overhead span to remove temporary overhead feed; and
(xi) Backfill as required.
