The City of Winkler owns and maintains the Aquatic Centre located at 580 Park Street. The
Winkler Aquatic Centre opened on July 1, 1996 and has been a popular attraction for residents
and visitors during the summer months.
The City has been diligent in maintaining and repairing all components of the Aquatic Centre
over the last 25 years. However, over time, the speed slides have degraded to the point where
ongoing maintenance and refurbishment was not enough.
Recently, the City hired Western Rec to do an overall inspection and analysis of the existing
Speed Slides. The resulting report recommended the speed slides be decommissioned
immediately as they have become a safety hazard for patrons.
City Council has approved funding to replace the Speed Slides in 2021. This City is seeking
Aquatic Centre professionals to design (including engineered drawings) and install new speed
slides at the Winkler Aquatic Centre.

- Removal and disposal of existing slides
- Evaluation & design of slide layout and existing support structures
- Design & Engineering services
- Mechanical/Plumbing
- Electrical work
- Integration with pool deck and existing slide support structure

General Information and Instructions to Bidders
The City of Winkler Administration office is located at 185 Main Street, Winkler, Manitoba. The
City of Winkler has a population of 12,660 located in southern Manitoba. As the largest city in
the Pembina Valley, it serves as a regional hub for commerce, agriculture and industry.
This document constitutes a Request for Proposal (RFP), which specifies the City of Winkler
requirements for the Water Slide Replacement. All pricing information should be fully disclosed
with all charges clearly defined. Please feel free to address any other potential services not
specifically mentioned in the RFP that may be of benefit to the City.

The City of Winkler does not necessarily have to accept the lowest bid. The City has the right to
reject any and all bids. The proposals will be reviewed by the City’s Community Service
Department.
