Objective:
The Canadian Interagency Forest Fire Centre (CIFFC) is seeking a web-based solution to replace and/or enhance our FireSmart Canada program tools as part of a national expansion aimed at improving the efficiency and effectiveness of our wildland fire risk mitigation programs. Currently all our programs run on different platforms and have limited to no capability to share data or cross-promote to users efficiently. The aim of the new “FireSmart Canada Hub” is to leverage the data within each program to help walk users through a FireSmart journey as they become more and more involved in mitigation activities. Below is a summary of the tools we are looking to modernize or include in the HUB:
Advanced Home Assessment Program
Program Purpose: To provide an advanced, professional home assessment of wildfire risks within the home ignition zone, surpassing the basic FireSmart Begins at Home app or self-assessment scorecard.
Current Process: A trained assessor evaluates key areas and provides a detailed report with actionable recommendations to enhance wildfire resilience.
Tools supporting the program: APP (android and iOS) to conduct the assessment. Web portal to edit the assessments, manage users, create and email reports, house data, reporting, workshop management and assessment applications.
Neighbourhood Recognition Program (NRP)
Program Purpose: To enable communities to apply for and monitor their progress in the FireSmart Canada Neighbourhood Recognition Program.
Current Process: NRP Specialist conducts a Hazard Assessment, and a Neighbourhood champion and committee develop a Mitigation plan and host events. Once requirements are met, the Champion submits the application for recognition.
Tools supporting the program: PDF forms as well as fillable forms within the NRP portal (web based). NRP Portal which houses all forms and user data. Includes an approval hierarchy.
Wildfire Community Preparedness Day
Purpose: To motivate communities to take concrete steps towards wildfire preparedness on a designated day. We see it as an entry point as residents embark on the FireSmart journey.
Current Process: Communities and individuals plan local events or activities to mitigate wildfire risks, with access to guidance, resources, and funding to support their efforts. To motivate communities in hosting a Prep Day event, we offer a $500 award through an online application process.
Tools supporting the program: application forms in WordPress with supporting spreadsheets on the FireSmart Canada website.
Begins At Home APP
Program Purpose: Allow residents can conduct a simplified self-assessment of their property to highlight wildland fire mitigation opportunities.
Current Process: Homeowners download a mobile app and use it to conduct the self-assessment.
Tools supporting the program: Mobile app (Android, iOS)
System Requirements
End-Users Should Be Able To:
- Register and access available programs tailored to their region.
- Update their profile in the platform and manage their own data.
- View a map displaying mitigation efforts in their area.
- View certificate of completion from an external LMS (info is accessible by REST API)
- Apply for grants, track application progress, and securely submit or update banking information.
Administrators Should Be Able To:
- Manage user accounts.
- Define program availability by region (e.g., specific programs offered in select provinces/territories).
- Create forms for users to complete (e.g., wildfire risk assessments).
- Set up and manage multi-step program application processes with admin-user interactions.
- Review, update, approve, or decline applications for various programs and grants.
- Export user and financial data in CSV format.
- Integrate APIs to exchange data with other platforms.
- Geo-data must be compatible with the ESRI platform for export.
- Export personal and banking information into a CSV format for import into other platforms.
