The purpose of this Request for Vendor Qualification (“RFVQ”) is to provide the Information Technology (IT) Solution Scoping Services described in 1.2 and to simplify procurement for information technology (IT) Solution Scoping Services that may be required from time to time by the Government of Manitoba (“Manitoba”).
This procurement is to establish a list of qualified Solution Scoping Vendors (SSV) that have a proven track record in managing and delivering scoping services in a timely and predictable manner. Also, to support the volume of solution scoping activities, the Proponents are expected to be able to access a global supply of qualified practitioners to undertake multiple, concurrent Scoping Work Orders (SWO). There are various types of SWO depending on the nature of the technical problem and the determination that Manitoba has made on the preferred scoping approach. Section 1.2 (IT Solution Scoping Services), has a description of the types of IT Solution Scoping Services that are to be applied by the SSV, as directed by Manitoba.
Following completion of this RFVQ, Proponents determined to be qualified to provide IT Solution Scoping Services, selected through the evaluation process as described in this RFVQ, and who have entered into an Information Technology Agreement (in the form attached to this RFVQ as Attachment D) with Manitoba, will be placed on a Master Pre-Qualified Proponent List. The Master Pre-Qualified Proponent List will be initially effective for a period of one (1) year with two one (1) year optional extensions immediately following the selection of qualified Proponents in accordance with this RFVQ (the “Effective Period”).
