The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified Proponents to provide an Information Technology solution and associated project delivery services for a Pavement Management System (PMS) Replacement software solution. Manitoba intends to engage a Proponent that has the capability and proven expertise to plan, deliver, and support a solution that best meets the business, technical, project delivery, and operational requirements provided in this RFP.
Manitoba Infrastructure (MI) is seeking a pavement management software solution to enable strategic selection of projects that deliver the greatest value-for-money. Some of the features that enable this analysis include multiple constraint multi-year network level analysis, segment and network level deterioration modelling, pavement condition forecasting, and development of pavement decision trees.

Proposals are expected to include details on the services they will provide for the ongoing maintenance and support of the solution once implemented. The transition to Application Management Services (AMS) and the requirements for AMS services are included in the Information Package.
Manitoba is requesting a Commercial Off the Shelf (COTS) solution than can be configured to meet Business Requirements. The solution licensing can be perpetual or subscription based. Subscription pricing can be provided for yearly renewals. Customizations to the core software are strongly discouraged.
Manitoba will consider solutions hosted on premise in Manitoba’s data centers or hosted externally. Manitoba’s preference is to host the solution externally (cloud software-as-a-service with support provided by the Proponent). If the solution is hosted externally then Manitoba’s preference is to host in a Canadian data centre. If both on premise and external hosting options are available, then pricing and details for both should be included in the proposal.
