Description

The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified Proponents to provide “A Citizen Engagement Portal” that will enable the Government of Manitoba to proactively engage Manitoba citizens in meaningful dialog and garner input on emerging topics to support better decision making.
Manitoba is seeking a Software-as-a-Service (SaaS) solution, hosted in a secure cloud environment. The SaaS solution must meet Manitoba’s Requirements for an “out of the box” solution that can be deployed without any source code changes (please note that configuration changes are acceptable).
Currently, no centralized web space exists for Manitobans to access information about upcoming, active or past government engagement initiatives or corresponding reporting. The need for a “Consultation Portal” has been identified in a number of government strategies and releases relating to the strategies.

Over the past 4 years, government has depended on external consultants to participate in the public engagement process. This is due in part to:

Inconsistent processes for initiating engagements,
A missing central portal to promote engagements and access to tools and resources, and
A lack of capacity for data analytics and report design.

The introduction of an online Citizen Engagement Portal will allow Manitobans to access information relating to government engagement initiatives and interact with government using digital engagement tools. It will also foster internal collaboration, provide a resource library with guidelines, tools and templates, and will enable departments to pull customized, formatted reporting from data collected through digital engagement tools.

According to the 2016 General Social Survey by Stats Canada, 91% of Manitobans have access to the internet. It is important to utilize a variety of engagement tools and techniques to ensure all people affected by a decision, including those with varying backgrounds, resources, and needs, are able to participate in government engagement.
