BACKGROUND:
The Government of Manitoba, as represented by the Minister of Labour, Consumer Protection and Government Services, on behalf of Manitoba Justice seeks to select a qualified Electrical Contractor (will also serve as the General Contractor) to provide electrical services, including all labour and materials for a newly upgraded, complete and operational Video Surveillance System (VSS) at the Manitoba Youth Centre located at 170 Doncaster Street, Winnipeg, Manitoba.
Capital Projects, Planning and Delivery is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal
SCOPE OF WORK:
Work of this Contract comprises of the removal and decommissioning of the existing analog and hybrid Closed Circuit Television System and upgrading it to a new Internet Protocol and network-based Video Surveillance System. The scope of work includes the supply, installation, programming, testing and commissioning of new Video Management System software and server(s), Network Video Recorders, storage devices, operator/ admin workstations, core switches, edge Power over Ethernet switches, fibre optic transceivers, system keyboards/ joystick controllers, security cameras, video surveillance monitors, AV signal converters/extenders, and other communications and security system equipment, devices and related accessories.
The scope also includes but is not limited to the provision of a new structured cabling infrastructure for the new video surveillance system and new pathways for the new and relocated camera locations. The project shall utilize the existing single mode fibre optic cables between the Admin/ Services Building and all cottages.
Included in the project is a five (5) year extended warranty with Service Maintenance Agreement.
Due to the nature of the project location, digital copies of the drawings and specification will not be available for download on MERX.
MANDATORY SITE VISIT & INSTRUCTIONS:
A mandatory site visit has been scheduled as follows:
Location: 170 Doncaster St. Winnipeg, MB
Date and Time: June 30, 2022 at 09:00AM local time
Proponents are to meet at the front entrance of 170 Doncaster St. prior to 09:00AM to sign the site attendance sheet.
Proponents are to pre-register by email to the project manager at Paul.Surgeoner@gov.mb.ca. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.
All interested Bidders must submit a signed and completed APPENDIX 8 - CONFIDENTIALITY AGREEMENT in order to attend the site examination and for the release of drawings/specifications. Email the signed and completed Appendix 8 upon registering for the site visit to paul.surgeiner@gov.mb.ca.
**Please note: only General Contractors will be provided a hard copy of the drawings/specifications. The drawings/specifications must be returned to Central Services (Attention: Paul Surgeoner), 2nd Floor – 400 Ellice Ave., Winnipeg, MB, R3B 3M3, before or on the submission deadline.
Deadline for registration is June 29, 2022 at 4:00PM
Attendance at the site visit will be confirmed and recorded.
Proposals will not be accepted from Proponents who have not attended the pre-bid meeting.
Deadline for questions July 7, 2022. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca CPPD will only address questions that were sent to this email address.
Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site viewing unless the RFP Contact has provided the information in writing.
Bid submission deadline is July 21, 2022 at 2:00:00 P.M. CDT. This is an e-bid submission and all bids must be uploaded through MERX. No other form of submission is accepted for this tender. Please read the tender documents carefully regarding the e-bid requirements.
