Project Overview
The Government of Manitoba, as represented by the Minister of Central Services, is issuing this Stage 2 Request for Proposals (“RFP2”) to Pre-Qualified Service Providers for a two stage project to amalgamate two operating sites of VEMA facilities into one location. The sites are 626 Henry Avenue which will be combined with and moved to 1550 Dublin Avenue. The project consists of:
Phase 1 - a building condition assessment (BCA) of 1550 Dublin Avenue and two environmental reports, one for 1550 Dublin Avenue and one for 626 Henry Avenue and
Phase 2 - Space planning, specifications and design for the amalgamation of the two facilities of VEMA into 1550 Dublin Avenue.
This project is based on the result of an existing feasibility study which identifies the scope of work outlined here. The intent is for the BCA to provide a high level review including architectural, building code and life-saving requirements, structural, electrical, mechanical system reviews as well as a site analysis for parking and drainage. Identification of environmental issues for both buildings are to be included and provided in separate reports for each building. Based on the work of Phase 1, Phase 2 - the design and specifications will be continue through to tender ready and contract management.
The original feasibility study will be made available to the successful bidder. The scope of work for Phase 1 requires a Class B estimate – Preliminary design to 33% will be required.

Stage 2 Proponents and Project Type(s)
On May 24, 2019, The Government of Manitoba issued a Request for Proposals for Engineering and Architectural Services RFP# PMP-Engineering_05242009 (“RFP1”). As a result of that initial stage of the procurement process, 3 parties, were pre-qualified and entered into a Master Services Agreement with Manitoba (the “Stage 2 Proponents” or “Proponents”) for the following Project Types:
Commercial, Residential and Institutional Architecture & Structures – Design and Construction Services
This RFP2 is, accordingly, being issued to invite Stage 2 Proposals from the following 4, Stage 2 Proponents:
a. 1 x 1 Architecture
b. MCM Architects
c. Stantec
d. Pico Architecture
Mandatory Site Visit
A site visit is mandatory and will be held at March 10, 2020, 10:00AM (Central Winnipeg Time) at 1550 Dublin Avenue, followed by 626 Henry Avenue. Proponents must confirm their intent to attend this site visit and provide the name(s) of the person(s) who will attend by March 6 2020, 2:00PM:
