This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Labour, Consumer Protection & Government Services, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba Housing and Renewal Corporation (“Owner”) to prospective proponents to submit proposals for the Construction of New Multi-Unit Family Housing Complex at Poplar Row, Kelsey Estate, 29-33 Tremauden Avenue, The Pas, MB as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).
CPPD requires the services of a Contractor for the Construction of New Multi-Unit Family Housing Complex at Poplar Row, Kelsey Estate on a lot owned by Manitoba Housing located 29-33 Tremauden Avenue, The Pas, MB The Scope of Work includes, but is not limited to, Construction of New Multi-Unit (five-plex) Family Housing Complex according to the project Drawings and Specifications prepared by the Prime Consultant. In fall 2021, the Project Site was cleared for existing structures and foundations, underground services were capped, and temporarily back-filled to keep from ground frost. Work site location will not be occupied during construction however, the adjacent housing units will be occupied including a lot of children and youth in surrounding premises.
CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.
An optional Site Visit has been scheduled as follows:

Proponents are to meet at the entrance prior to 2:00 PM to sign the site attendance sheet. Proponents that wish to attend the site are to pre-register by email to the project manager at mohan.tenuwara@gov.mb.ca. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.
Deadline for registration is the end of the business day November 22, 2022. Attendance at the site visit will be confirmed and recorded. Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the Site Visit unless the RFP Contact has provided the information in writing.
Deadline for questions December 5, 2022. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca CPPD will only address questions that were sent to this email address.
Bid submission deadline is December 13, 2022 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted. Please read the tender documents carefully regarding the e-bid requirements.
