This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Labour, Consumer Protection & Government Services, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba Housing & Renewal Corporation (“Owner”) to prospective proponents to submit proposals for a Interior & Exterior Refresh as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

CPPD requires the services of a Contractor for an Interior & Exterior Refresh for three single-family homes in South Indian Lake. The Scope of Work includes, but is not limited to, replacement of windows, entrance doors, roof, rain gear, exterior siding and steps/ landing / hand rails. The interior work includes replacement of cabinets and countertops, new kitchen taps and sinks. All flooring will require replacement. Bathroom toilet and also kitchen faucets & plumbing underneath will also be replaced .Interior entrance door, frames and hardware are to be replaced. The electrical fixtures to be upgraded as well. Work site location will be occupied during construction.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional site visit has been scheduled as follows:
Location: 50 Wasagan Rd., 25 Bonner Bay & 18 Baker Bay, South Indian Lake, MB
Date and Time: January 17, 2023 2:00 PM local time

Proponents are to meet at 50 Wasagan Rd., South Indian Lake, MB prior to 2:00 PM to sign the site attendance sheet. Attendance at the site visit will be confirmed and recorded. If proponents are not available to attend the above scheduled optional site visit, but still wish to view the site, an appointment may be arranged by contacting the RFP Contact. Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions January 24, 2023. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is February 7, 2023 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
