GS2022-72-P-2833 - Fire Stopping, Sprinkler & Fire Separation Upgrade

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Labour, Consumer Protection & Government Services, Capital Projects Planning and Delivery (“CPPD”) to prospective proponents to submit proposals for Fire Stopping, Sprinkler & Fire Separation Upgrade to University College of the North (UCN) located 436 East Seventh Street, The Pas, MB as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

CPPD requires the services of a General Contractor for Fire Stopping, Sprinkler & Fire Separation Upgrade to University College of the North (UCN) located 436 East Seventh Street, The Pas, MB. The Scope of Work includes, but is not limited to, Installation of missing fire stopping at required fire separations: Design and installation of a new sprinkler system; Upgrades to existing fire separations: Installation of fire dampers; Removal of non-functioning roll up fire doors; and Replacement of non-rated doors and frames at fire separations. All work will need to be scheduled around UCN’s academic year so as not to impact the delivery of course curriculum. Work site location will be partially occupied during construction.

CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

A mandatory Site Visit has been scheduled as follows:
Location: The UCN, 436 East Seventh Street, The Pas, MB
Date and Time: January 9, 2023 10:30:00 AM local time

CPPD has made arrangements to fly attendees via a charter flight from Winnipeg to The Pas and return to Winnipeg the same evening. Flight will depart from Winnipeg at 8:00 AM and arrive back in Winnipeg at approximately 7:30 PM local time. 

Due to flight capacity limitations, attendance is as follows:
 Mandatory: contractors; and fire stopping sub contractors
 Recommended: Sprinkler sub contractors.
 As flight capacity allows: Other sub contractors.

Contractors and sub contractors who can make their own way to the site visit are welcome and should still pre-register indicating inclusion on the charter flight will not be required. 

Proponents are to pre-register by end of business on December 29, 2022 by email to the project manager at Mohan.Tenuwara@gov.mb.ca. Proponent’s representatives who plans to go to The Pas on the charter flight must provide CPPD with a scanned copy of their driver’s license for the registration with the charter flight. It is the Proponents responsibility to ensure registration and confirmation has been received prior to January 9, 2023. 

Proponents are to meet at of Perimeter Aviation Ltd. Winnipeg base (50 Morberg Way, Winnipeg Manitoba) no later than 7:00 AM. Attendance at the site visit will be confirmed and recorded. Proponents are not entitled to rely on information received from CPPD, CPPD’s representatives or other third parties at the Site Visit unless the RFP Contact has provided the information in writing.

Deadline for questions January 30, 2023. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca CPPD will only address questions that were sent to this email address.

Bid submission deadline is February 9, 2023 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
