GS2022-52-P-7734 - Exterior Retrofit, Mechanical Upgrades and Site Work

This Request for Proposals (the “RFP”) is an invitation by the Government ofManitoba (“Manitoba”), as represented by the Department of Labour, Consumer Protection & Government Services, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba Housing & Renewal Corporation (“Owner”) to prospective proponents to submit proposals for an Exterior Retrofit, Mechanical Upgrades and Site Work as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional Site Visit has been scheduled as follows:

Location: 519 Dufferin Avenue, Winnipeg, MB
Date and Time: October 12, 2022 10:00 AM local time

Proponents are to meet at 519 Dufferin Avenue, Winnipeg, MB prior to 10:00 AM to sign the site attendance sheet. Attendance at the site visit will be confirmed and recorded. Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the Site Visit unless the RFP Contact has provided the information in writing.

Deadline for questions October 25, 2022. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca  CPPD will only address questions that were sent to this email address.

Request for equals must be sent to the Contract Administrator no later than 10 business days prior to the closing date. See RFP for RFE submission procedure.

Bid submission deadline is November 8, 2022 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
