GS2022-47-P-7014 - Elevator Modernization

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Labour, Consumer Protection & Government Services, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba Housing and Renewal Corporation (“Owner”) to prospective proponents to submit proposals for a complete single traction elevator modernization at 2730 Ness Avenue, Winnipeg, MB as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional Site Visit has been scheduled as follows:
Location: 2730 Ness Avenue, Winnipeg, MB
Date and Time: September 15, 2022 11:00 AM local time

Proponents are to meet at the front entrance of 2730 Ness Avenue prior to 2:00 PM to sign the site attendance sheet. Attendance at the site visit will be confirmed and recorded.

Proponents are to pre-register by email to the project coordinator at chris.cruz@gov.mb.ca. Deadline for registration is the end of the business day September 14, 2022. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the site visit. If proponents are not available to attend the above scheduled optional site visit, but still wish to view the site, an appointment may be arranged by contacting the RFP Contact.

Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the Site Visit unless the RFP Contact has provided the information in writing.

Deadline for questions September 29, 2022. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca CPPD will only address questions that were sent to this email address.

Bid submission deadline is October 6, 2022 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted. Please read the tender documents carefully regarding the e-bid requirements.
