CS2020-34-T-4155 - Dielectric Couplings Replacement

The Government of Manitoba, as represented by the Minister of Central Services, Capital Project Planning and Delivery, seeks to select a qualified Contractor through a Two (2) Part procurement process to provide the work and materials necessary to replace the dielectric couplings that are part of the Woodsworth Building’s Hot Water radiation system. The components consist of control valves, copper pipes, fittings, automatic air vents, and isolation valves associated with Dielectric Couplings. Some of the components, other than the dielectric couplings, will require removal and safe storage for re-insertion and some will require replacement with new product. There is a seasonal aspect to this work as the system will need to be shut off and drained. Other work necessary to complete this project includes removal of any existing partitions to expose the radiator covers, remediation of asbestos and fire stopping of pipe penetrations. All components of the radiator system will require cleaning and reassembly after replacements are in place.
The RFT solicitation contains mandatory and point-rated technical evaluation criteria, and the basis of selection will be:
a)   responsive bid with a minimum pass mark of 70%; and
b)   lowest evaluated price
A mandatory site examination is scheduled for April 7, 2021 at 10:00 a.m. CDT. Due to COVID restrictions, gatherings of more than 5 people are not permitted. As such, we encourage one (1) representative per general contracting company along with a representative from a mechanical contracting company only to attend the site walkthrough. Attendees are required to self-screen prior to attending site. The Sheriff’s station may also have verbal questions and a temperature check. Bidders are to submit the attendee’s name via email to kim.griffin@gov.mb.ca by 12:00 noon on April 6, 2021. To comply with COVID restrictions there will be multiple groups as necessary moving through the building timed 5 minutes apart. All attendees are to meet in the lobby at 10:00 am.
Deadline for questions is April 8, 2021. All questions are to be submitted to the Contract Administrator via email at cppdprocurement@gov.mb.ca.
Submission deadline is April 15, 2021 at 2:00:00 p.m. Central Daylight Time. Bids received after the Submission Deadline will not be opened or considered for evaluation. Bidders must submit their Bids through electronic submission by upload to MERX. No other form of bid submission will be accepted.
