GS2022-77-P-RBPP - Consultant, Shoreline Berm and Flood Improvements

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Central Services, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Environment, Climate & Parks (“Owner”) to prospective proponents to submit proposals for a Shoreline Berm and Flood Protection Improvements as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Services”).

Manitoba requires a Consultant to perform a condition assessment of the flood protection infrastructure and associated site works at Rainbow Beach Provincial Park and provide design services to make required repairs and improvements for enhanced flood resiliency.

CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional site visit has been scheduled as follows:
Location: Main Beach, Rainbow Beach Provincial Park, PTH 20, Ochre River, MB
Date: February 2, 2023 2:00 PM local time

Proponents are to meet at Main Beach, Rainbow Beach Provincial Park, PTH 20, Ochre River, MB prior to 2:00 PM to sign the site attendance sheet. Those who wish to attend the site visit are to pre-register by email to kim.duncan@gov.mb.ca. Confirmation of attendance will be sent. It is the Pre-Qualified Suppliers’ responsibility to ensure registration and confirmation has been received prior to the meeting date.

Deadline for registration is the end of the business day prior to the meeting, February 1, 2023. Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site viewing unless the RFP Contact has provided the information in writing.

Deadline for questions February 14, 2023. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is February 21, 2023 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
