2023-02-2963-P - Cell Doors Upgrades – Manitoba Youth Corrections

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Consumer Protection & Government Services, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba Justice (“Owner”) to prospective proponents to submit proposals for Cell Doors Upgrades as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

CPPD requires the services of a Contractor for a Cell Doors Upgrades in Manitoba Youth Corrections, 170 Doncaster St., Winnipeg, MB. The Scope of Work includes, but is not limited to, door removal and installation of new including electrical connections, glazing, painting and masonry patching and repairs at those doors. Work will be phased by cottage and site security will be critical as it remains an operational facility.

CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional site visit has been scheduled as follows:
Location: 170 Doncaster St., Winnipeg, MB
Date and Time: May 24, 2023 10:00 AM local time

Proponents are to meet at 170 Doncaster St., Winnipeg, MB prior to 10:00AM to sign the site attendance sheet. Proponents are to pre-register by email to the project coordinator at reynaldo.quiogue@gov.mb.ca. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.

All interested proponents must submit a signed and completed Appendix 9 – Confidentiality and Non-Disclosure Agreement in order to attend the site visit and for the release of drawings/specifications. Signed forms must be emailed to the project coordinator when registering for the site visit.

Please note: Only General Contractors will be provided a hard copy of the drawings and specifications. The drawings and Specifications must be returned to Manitoba Consumer Consumer Protection & Government Services (Attention: El Dela Cruz) 5th Floor – 352 Donald St., Winnipeg MB, before or on the submission deadline.

Deadline for registration is 11:00 AM, May 23, 2023. Attendance at the site visit will be confirmed and recorded. Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions June 02, 2023. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is June 13, 2023 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
