7131-2022/23 - Facilitation Services for Full Industry-Funded Residential Blue Bin Recycling

Environment and Climate is working to modernize Manitoba’s waste diversion and recycling framework, which includes working with industry to transition residential blue bin recycling programs (currently cost-shared between municipalities and industry) to full industry-funded recycling programs. The transition’s outcomes include consistent recycling service standards for all Manitobans, cost savings for municipalities, and increased waste diversion rates.
The service provider will be responsible for facilitating advisory committee meetings to identify opportunities to enhance the existing transition plan submitted by MMSM that mutually benefit all key stakeholders. These opportunities will be informed through best practices used across Canada for full industry-funded residential recycling programs. The service provider will also serve as an advisor to the province by identifying key components that should be included in the provincial approval of the transition plan; and will recommend a framework for evaluating the transition to ensure outcomes are achieved.
