PAB Pipeline Assessment
Marine Atlantic Inc. (MAI) invites offers from qualified Vendors for the Port aux Basques Pipeline Assessment Project.
The project is located at the Marine Atlantic Ferry Terminal site in Port aux Basques, NL.
The purpose of this contract is to provide supporting services for the inspection of pipelines at Marine Atlantic’s Port aux Basques facility: the insulated and heat traced Heavy Fuel Oil (HFO) Line and Intermediate Fuel Oil (IFO) Line as well as the uninsulated Marine Diesel Line (MDO). The piping starts at the tank farm and ends at the dock, a distance of approximately 1.3 km, which is mostly accessible. At the dock, some sections of the piping are located in covered trenches. The HFO and IFO lines are 10 inch nominal diameter, except for the HFO section in the tank farm which is 14 inch. The MDO line is 6 inch nominal diameter.
The Work generally includes, but it is not necessarily limited to, the following:
For the insulated and heat traced HFO and IFO lines:
• Removal of insulation at predetermined positions for visual examination of pipe;
• Pipe wall thickness measurement at the 12, 3, 6 and 9 o’clock positions in the middle of the opened up section (surface temperature 60-30oC, taking measurements while the line is in operation); and
• Re-instatement of insulation or replace with new materials as per Section 40 05 10, if removed material was damaged.
For the uninsulated MDO line, the supporting service is to take pipe wall thickness measurements at the 12, 3, 6 and 9-o’clock positions of the inspection positions identified by the engineer. Measurements shall be recorded and presented in a document in tabular format as per Appendix B. Make the table available in Excel (electronic) format. At the dock there are three activities which require further consideration:
• Lifting of concrete slabs to access pipe located in a shallow trench;
• Confined space entry to pipe in deep trenches; and
• The MDO line in the vault at the dock is covered with a denso-type type wrapping, this will require removal and re-instatement at the selected positions.
It should be noted that the piping runs in and out of secure fenced areas. Contractor to be aware of security restrictions moving between these areas.
The Contractor should also be aware of high traffic volumes at the dock area when the ferry is loading and unloading. This may temporarily restrict site access.
Marine Atlantic reserves the right to accept tenders in whole or in part. The lowest or any tender will not necessarily be accepted.
A site visit will be held on October 17, 2017 at 10:00AM Atlantic time (10:30 NL time) at the site in Port aux Basques, NL.
The closing for receipt of tenders will be 1400 hours Atlantic Time, October 26, 2017.
Proposals must be submitted by electronic means using the MERX EBS.
This will be the only method of response accepted for consideration. Proposals will not be considered if submitted by fax, email or other open forms of communication. Proposals must be received by the closing date and hour. Late Proposals will not be considered.
