PAB Heating Oil Tank Replacement
Marine Atlantic Inc. (MAI) invites offers from qualified Vendors for the PAB Heating Oil Tank Replacement.
The project is located at the Marine Atlantic Terminal, Port aux Basques, NL. The Work generally includes, but it is not necessarily limited to:

.1 Supply and install a temporary tank with nominal 900 litre capacity and install temporary piping to the furnaces Contractor shall transfer usable portion of furnace oil from existing tank to temporary tank. Unusable portion of oil and sludge shall be removed from the tank and disposed of according to Department of Environment regulations. Do not transfer oil from existing tank to permanent new tank. Reconnect the furnaces with temporary piping. Decommission existing oil tank.
.2 Remove existing oil storage tank and piping outside the maintenance building.
.3 Install a product transfer area containment.
.4 Install bollards.
.5 Supply and install one (1) new 7570 litre (nom.) aboveground storage tank and accessories. Supply and install piping from tank to the existing piping inside the maintenance building.
.6 Neatly drill a hole in building sheeting and apply weathertight seal around pipe penetrations once pipes are in position.
.7 Install and test all piping prior to tie-in to the existing piping system. Schedule the tie-in to the existing system minimizing the outage. Complete all tie-in, commissioning, and testing during an eight (8) hour system outage.
.8 Installation staff must be certified, by the authorities having jurisdiction, for installation of petroleum storage tanks and piping systems. Submit all required drawings to Service Newfoundland and Labrador.
.9 Coordinate all construction activities with the Owner’s Representative and other contractors working at the facility. Notify the Owner’s Representative a minimum of 24 hours of any interruptions or outages of services. Schedule of outages will be finalized by the Owner’s Representative.
.10 Perform the work included in these specifications and any accompanying drawings, by providing all supervision, labour, materials, supplies, construction tools, equipment and services, hoisting, transportation, receiving, handling, storage, and all other sources and expenditures; unless otherwise specified in the scope. Including those not specifically mentioned but which are necessary for a complete installation.
11. Complete all work in accordance with:
.1 CSA B139.15, Installation Code for Oil Burning Equipment.
.2 CCME Environmental code of practice for aboveground and underground storage tank systems containing petroleum and allied petroleum products.
.3 Province of Newfoundland and Labrador standards for construction and installation for petroleum storage tank systems.
.12 Supply and install solenoid type anti-siphon valves. Wire valves into burner and supply pump circuits as indicated by drawing E01 and commission the system.
Marine Atlantic reserves the right to accept tenders in whole or in part. The lowest or any tender will not necessarily be accepted.
A site visit will be held on Thursday, September 21, 2017 at 10:00am Atlantic Time (10:30 AM Newfoundland time), at the site in Port aux Basques, NL.
The closing for receipt of tenders will be 1400 hours Atlantic Time, October 3, 2017.
Proposals must be submitted by electronic means using the MERX EBS.
This will be the only method of response accepted for consideration. Proposals will not be considered if submitted by fax, email or other open forms of communication. Proposals must be received by the closing date and hour. Late Proposals will not be considered.
