PAB Bunker C Piping Demolition and Waterline Replacement

Marine Atlantic Inc. (MAI) invites offers from qualified Vendors for the PAB Bunker C Piping Demolition and Waterline Replacement project.

The project is located at the Marine Atlantic Ferry Terminal in Port aux Basques, NL.

The Work generally includes, but it is not necessarily limited to, the following:

Drain Bunker C pipe manifold contents between the Pump House and Tank 3 into Tank 3 and removal and disposal of all residual Bunker C fuel within the piping being removed in order to allow for disposal of the piping in accordance with all Provincial and Federal regulations;
Removal of the Bunker C pipe manifold between Tank 3 and the pump house, Bunker C piping and pumps within the pump house as indicated on the drawings;
Phase 1 Waterline Replacement - Removal of existing above ground section of the water service feeding the pump house. Installation of new above ground waterline to the pump house including exterior insulation and heat trace as per the drawings;
Upon completion of Phase 1 waterline installation, a flow test is to be completed as detailed in this tender; and
Phase 2 Waterline Replacement - Provide separate pricing for the removal and installation of new underground waterline from the town main water line to the new Phase 1 pipe as detailed on the drawings.

Marine Atlantic reserves the right to accept tenders in whole or in part. The lowest or any tender will not necessarily be accepted.

A site visit will be held on May 20, 2020 at 10:30 AM Atlantic time at the site in Port aux Basque, NL.

The closing for receipt of tenders will be 2:00 PM Atlantic Time, May 29, 2020.

Proposals must be submitted by electronic means using the MERX EBS. Only Documents obtained from MERX will be considered official bid documents; documents obtained through other means will not be considered admissible for any bid queries or submissions.

MERX will be the only method of response accepted for consideration. Proposals will not be considered if submitted by fax, email or other open forms of communication. Proposals must be received by the closing date and hour. Late Proposals will not be considered.

All contractors attending site meetings are required to have a MAI pass and site orientation. For anyone who does not hold a MAI pass or have not attended a MAI orientation within the last year; please be prepared to arrive on site 30 minutes early to allow time for this process.

Also note required PPE for the site meetings will include CSA approved hard hat, reflective vest, steel toe shoes, eye protection, as well as following site protocol for the use of PFD.

Démolition de conduites de mazout C et remplacement de conduites d’eau - PAB

Marine Atlantique S.C.C. est à la recherche d’offres de service auprès de sociétés qualifiées pour le projet Démolition de conduites de mazout C et remplacement de conduite d’eau - PAB.

Le projet se tiendra au terminal de Marine Atlantique situé à Port aux Basques, Terre-Neuve-et-Labrador.

Les travaux comprennent, sans y être imités, les éléments suivants :

Vidange du contenu du collecteur de tuyaux de mazout C entre la station de pompage et le réservoir 3 dans le réservoir 3 et enlèvement et élimination du mazout C résiduel à l’intérieur de la conduite enlevée afin de permettre l’élimination de la conduite conformément à tous les règlements provinciaux et fédéraux;
Enlèvement du collecteur de tuyaux de mazout C entre le réservoir 3 et la station de pompage ainsi que des conduites de mazout C et les pompes à l’intérieur de la station de pompage tel qu’indiqué sur les dessins;
Phase 1 du remplacement des conduites d’eau - Enlèvement de la section actuelle au-dessus du sol du service d’eau alimentant la station de pompage. Installation d’une nouvelle conduite d’eau au-dessus du sol à la station de pompage incluant l’isolation extérieure et un câble chauffant selon les dessins;
Un test de débit doit être effectué tel que décrit dans cet appel d’offres après l’installation de la conduite d’eau de la phase 1; et
Phase 2 du remplacement des conduites d’eau - Indiquer des prix distincts pour l’enlèvement et l’installation de nouvelles conduites souterraines à partir de la conduite principale de la ville jusqu’à la nouvelle conduite de la phase 1 tel que décrit dans cet appel d’offres.

Marine Atlantique se réserve le droit d’accepter les propositions en entier ou en partie. Nous n’accepterons pas nécessairement la soumission la plus basse ou une des soumissions reçues.

Une visite du site aura lieu le 20 mai 2020 à 10h30, heure de l’Atlantique sur le site de Port aux Basques, T.-N.-L.

La date de clôture pour la réception des propositions est le 29 mai 2020 à 14h00, heure de l’Atlantique.

Les propositions doivent être soumises par voie électronique en utilisant l’Envoi de soumission électronique (EBS) de MERX. Seuls les documents obtenus auprès de MERX seront considérés comme des documents officiels de soumission; les documents obtenus par d’autres moyens ne seront pas considérés comme recevables pour toute demande reliée à l’appel d’offre ou soumission.

Merx constitue la seule méthode de réponse acceptée à des fins de considération. Les propositions ne seront pas considérées si elles sont soumises par télécopieur, courriel ou autres formes ouvertes de communication. Les propositions doivent être reçues au plus tard à la date et à l’heure de clôture. Les propositions reçues en retard ne seront pas considérées.

Tous les entrepreneurs participant aux réunions de chantier doivent avoir un laissez-passer de Marine Atlantique et avoir assisté à une orientation de chantier. Les personnes ne possédant pas de laissez-passer ou n’ayant pas suivi une orientation au cours de la dernière année : veuillez arriver au site 30 minutes à l’avance pour avoir le temps d’effectuer le processus.

Veuillez également prendre note que l’EPI requis pour les réunions de chantier comprendra un casque de protection, un gilet à bandes réflectrices, des chaussures à bout en acier et une protection des yeux approuvés par la CSA. Il faudra aussi suivre le protocole du site relatif à l’utilisation du VFI.

Tender Submission
.1 A complete tender is comprised of the following:
a) Section 00 41 13 – Tender Form in its entirety, with all pages
and spaces for entry of information by Tenderers filled in as
instructed.
b) Acknowledgement of Addenda received by the Tenderer during the
Tendering period.
c) An initial deposit (refer to Clause 6 herein).
d) A copy of Tenderer's current and valid Certificate of
Recognition (COR) Program, Letter of Good Standing, issued by
Newfoundland and Labrador Construction Association.
e) A copy of valid Clearance Letter, issued by Workplace Health,
Safety and Compensation Commission of Newfoundland and
Labrador.
